Interpretation: A ratio above 10× signals that the interconnection process functions primarily as an attrition mechanism. For every GW delivered to the grid in 2025, roughly 14 GW abandoned the attempt. A ratio converging toward 1× would indicate a functioning, throughput-oriented process.
