Google Photos holds more than 9 trillion photos and videos for more than 1.5 billion monthly users, according to Google’s May 2025 disclosure. Axis Intelligence Research calculates that works out to about 6,000 stored items per monthly user — the Library Depth Ratio (LDR™) — up from an upper bound of 4,000 in 2020.

How Many People Use Google Photos in 2026?

The latest figure Google has published is more than 1.5 billion monthly users, stated by Shimrit Ben-Yair, Vice President of Google Photos & Google One, on the product’s tenth anniversary (Google, May 28, 2025). Google has not issued a newer Photos-specific user count as of September 27, 2026. Any site quoting a “2026” user figure higher than 1.5 billion is quoting something Google never said.

The growth curve has flattened hard. Google Photos went from 200 million to 500 million monthly users in one year. From the 1 billion mark in July 2019 to 1.5 billion in May 2025, Axis Intelligence Research calculates a compound annual growth rate of about 7.2% — the pace of a mature utility, not an app still finding its audience.

Alex Rivera’s read: Photos stopped being a download decision years ago. It ships preinstalled on Android phones, so user growth now tracks phone sell-through, not marketing. The number worth watching isn’t users — it’s how much each user keeps.

How Many Photos Are Stored in Google Photos?

Google reported more than 4 trillion photos stored in November 2020 (Google, Nov 11, 2020) and more than 9 trillion photos and videos in May 2025. That is 5 trillion net items added in 237 weeks.

Library Depth Ratio (LDR™): items stored per monthly user

The Library Depth Ratio (LDR™) is an Axis Intelligence Research metric: total items stored divided by monthly users.

  • May 2025: 9,000,000,000,000 ÷ 1,500,000,000 = 6,000 items per monthly user
  • 2020 (upper bound): 4 trillion stored ÷ 1 billion users (the last user count before November 2020) = 4,000

Treat the 2020 value as an upper bound: the user base had grown past 1 billion by November 2020, which would pull the ratio down. Either way, the average library is deeper than it has ever been, and depth is what makes the service hard to leave.

Google Photos library growth: the Net Library Capture (NLC™)

In November 2020 Google said 28 billion new photos and videos are uploaded every week. If every upload stayed, 237 weeks would add about 6.6 trillion items. The library actually grew by about 5 trillion.

Axis Intelligence Research’s calculation:

  • Net weekly additions = (9T − 4T) ÷ (1,659 days ÷ 7) = 21.1 billion items per week
  • Net Library Capture (NLC™) = 21.1B ÷ 28B = 75%

NLC™ is an estimate. It holds the 2020 upload rate constant, and uploads almost certainly rose after 2020, which would push the true retention share lower. What the number shows is direction: roughly a quarter of the upload stream is leaving through deletion, cleanup tools and account removals — and three-quarters is sticking.

Alex Rivera’s read: Before June 2021, Storage saver uploads were free, so nobody culled. After the policy flip, every blurry duplicate costs quota. A 75% capture rate says people are deleting — but not nearly enough to stop the library compounding.

Axis Intelligence Research calculates upload velocity rose 3.3x between 2017 and 2020 (28 billion per week vs. 8.4 billion per week). Google has not published a newer upload rate. Figures of “4.3 billion a day” circulating in 2026 trace back to no Google document we could find, and we do not repeat them.

How Do People Actually Use Google Photos? (Search, Share, Edit)

Google’s 2025 post gives three monthly-activity counts: more than 370 million people search their photos, 440 million share memories and 210 million edit photos.

All inputs are “more than” floors, so the shares are approximations, not bounds.

The ranking matters for anyone building on top of Photos. Sharing reaches roughly twice the audience editing does. Google has spent three years pushing generative editing — Magic Editor, Reimagine, Remix — yet the passive behavior (backup, then share) still dominates. Google does not publish the overlap between these groups, so the three shares cannot be added together.

How Much Free Storage Does Google Photos Give You?

Every Google Account includes up to 15 GB, shared across Gmail, Google Drive and Google Photos (Google One Help). Since June 1, 2021, Storage saver and Express uploads count against that quota; items backed up in High quality before that date remain exempt.

When Google announced the change, it estimated over 80% of users could still store roughly three more years of memories within 15 GB. Google has not published an update to that estimate.

What happens if you exceed Google Photos storage?

Over quota, you cannot back up new photos or videos. If an account stays over quota for 2 years or longer, Google says all content may be removed across Gmail, Photos and Drive, after at least 3 months of notice.

Does Google Photos Make Money? The Subscription Link

Google does not break out Photos revenue. The closest disclosed lines are:

  • 350 million paid subscriptions across Google consumer services as of Q1 2026, with YouTube and Google One named as key drivers (Alphabet Q1 2026 release), up from over 325 million at end-2025.
  • Google subscriptions, platforms and devices revenue of $12.911 billion in Q2 2026 vs. $11.203 billion a year earlier (Alphabet 10-Q) — up 15.2%, per Axis calculation. Alphabet attributes the growth primarily to paid subscriptions across YouTube services and Google One.

The accounting line bundles Pixel hardware and Play Store fees, so no one outside Google can isolate Photos’ contribution. Anyone quoting a precise “Google Photos revenue” figure is estimating without saying so.

Is Google Photos Private? The Regulatory Record

In 2022 Texas sued Google under its biometric-identifier law, citing products including Google Photos. On October 31, 2025, the Texas Attorney General announced Google had signed a $1.375 billion settlement resolving that suit alongside geolocation and incognito claims (Texas OAG). Google admitted no wrongdoing. Separately, Google’s 2020 storage post restated its commitment not to use Photos content for advertising.

Methodology

Axis Intelligence Research assembled this dataset between September 27, 2026 and publication from Google’s own blog disclosures (2016, 2017, 2020, 2025), Google One help and plan pages, Alphabet SEC filings (Q4 2025 and Q1 2026 8-K releases, Q2 2026 10-Q) and the Texas Attorney General. The 2019 billion-user milestone is the only figure sourced through press (Fast Company, confirmed by Google) and is flagged non-primary.

Scope. Google publishes Photos figures irregularly and as floors (“more than”). The 2020 storage count covers photos; the 2025 count covers photos and videos. NLC™ assumes a constant 2020 upload rate. Arithmetic was run twice, in floating point and with exact rational fractions.

Is Google Photos still free in 2026?

Yes, up to 15 GB per Google Account, shared with Gmail and Drive. Uploads since June 1, 2021 count toward that limit regardless of quality; older High quality uploads stay exempt.

Will Google delete my photos if I stop paying for storage?
