Only 16.28% of EU enterprises used business intelligence (BI) software in 2025, per Eurostat, even though 53.47% ran some business software. Axis Intelligence Research’s new Reporting Layer Reach (RLR) puts the EU at 30.4 out of 100: of every 100 firms running ERP, CRM or BI software, about 30 have reached the BI layer.
Quick Answer
According to Eurostat, 16.28% of EU enterprises with 10 or more employees used business intelligence software in 2025, up from 15.38% in 2023. Large firms (69.24%) use BI 6.05 times as often as small ones (11.45%). Axis Intelligence Research’s Reporting Layer Reach scores the EU at 30.4, France at 17.7 and Finland at 59.5.
Key Findings
- Axis Intelligence Research finds that only 30.4 of every 100 EU enterprises using ERP, CRM or BI software had reached the BI layer in 2025, based on Eurostat’s isoc_eb_iip data.
- EU business intelligence adoption rose just 0.9 percentage points in two years, from 15.38% in 2023 to 16.28% in 2025, per Eurostat.
- Axis Intelligence Research finds Lithuania more than doubled BI use between 2023 and 2025 (11.62% to 25.21%, +13.59 points), the largest gain in the EU.
- Axis Intelligence Research finds France has the EU’s second-lowest Reporting Layer Reach (17.7): 60.15% of French firms run business software, but only 10.67% use BI.
- Progress Software paid $400 million for Domo’s business, which Axis Intelligence Research calculates as 1.25 times Domo’s fiscal 2026 revenue of $318.9 million.
What Percentage of Companies Use Business Intelligence Software?
One in six. Eurostat’s 2025 enterprise ICT survey found that 16.28% of EU enterprises with 10+ employees used BI software, the lowest of the three business-software categories it tracks. Enterprise resource planning (ERP) reached 46.45% and customer relationship management (CRM) 28.51%.
Eurostat defines BI software as tools that pull data from internal systems and external sources and present it as reports, dashboards, charts and maps for decision-making. That is the definition this page uses throughout.
No equivalent official series exists for the United States. The U.S. Census Bureau and Bureau of Labor Statistics do not publish a firm-level BI adoption rate, which is why the most-quoted “BI adoption” figures online trace back to vendor surveys. Eurostat’s harmonised survey, run by national statistical offices across 27 countries, is the most rigorous public measurement available.
BI software use by company size (EU, 2025)
| Company size | Uses BI software | Uses any business software (ERP, CRM or BI) | Reporting Layer Reach (Axis) | Source |
|---|---|---|---|---|
| Small (10–49 employees) | 11.45% | 48.32% | 23.7 | Eurostat |
| Medium (50–249) | 34.29% | 76.28% | 45.0 | Eurostat isoc_eb_iip |
| Large (250+) | 69.24% | 92.73% | 74.7 | Eurostat isoc_eb_iip |
| All enterprises (10+) | 16.28% | 53.47% | 30.4 | Eurostat isoc_eb_iip |
The size gradient is steep. A large EU enterprise is 6.05 times as likely as a small one to run BI software (69.24 ÷ 11.45). Nearly every large firm (92.73%) runs some business software, so the large-firm gap is not about buying software at all; it is about what sits on top of it.
Elena Rodriguez’s read: Small firms aren’t skipping software. Almost half of them run an ERP or CRM. What they skip is the reporting layer, because the reporting layer needs someone to own the semantic model, and a 30-person company rarely has that person. The month-end close still happens in a spreadsheet exported from the ERP. That’s the real competitor to every BI vendor in the mid-market: not Power BI versus Tableau, but Power BI versus the controller’s Excel file.
What Is the Reporting Layer Reach (RLR)?
The Reporting Layer Reach (RLR) is an Axis Intelligence Research metric that measures how far business-software adoption carries through to business intelligence, on a 0–100 scale. A score of 100 would mean every enterprise that uses ERP, CRM or BI software also uses BI.
RLR = (enterprises using BI software % ÷ enterprises using any business software %) × 100
Both inputs come from the same Eurostat dataset (isoc_eb_iip), the same enterprise population (10+ employees, excluding the financial sector) and the same 2025 reference year, so they can be divided without mixing methods. Because BI is itself one of the three software types in the denominator, the RLR reads as the BI share of the business-software base.
Axis Intelligence Research built the RLR because the headline 16.28% hides the question a vendor, a CFO or a policymaker actually asks: once a company has digitised its operations, does it go on to analyse them? A country can post a low BI rate simply because few firms have any business software. The RLR separates that from the more telling case, where firms have the systems but stop short of the reporting layer.
This is the baseline reading, as of Eurostat’s 2025 reference year.
Which Countries Use Business Intelligence the Most?
Finland leads. Per Eurostat, 43.42% of Finnish enterprises used BI software in 2025, followed by Denmark (41.70%), the Netherlands (35.88%) and Belgium (32.50%). Bulgaria (6.84%), Romania (8.15%) and Hungary (9.28%) are at the bottom. Finland’s rate is 6.35 times Bulgaria’s.

Source: Eurostat, dataset isoc_eb_iip (indicators E_ITBI and E_BSANY), enterprises with 10+ employees; RLR and change are Axis Intelligence Research calculations. *Eurostat flags Sweden’s 2025 business-software figure as a break in time series; read Sweden’s change and RLR with that in mind.
Three patterns stand out once the RLR sits next to the raw adoption rate.
The ERP-heavy, BI-light economies. France and Greece both have business-software adoption above the EU average (60.15% and 57.05%), yet the lowest RLR scores in the EU (17.7 and 16.7). Their firms digitised the transaction layer and stopped there. Portugal (24.3) shows the same shape with less extreme numbers.
Europe’s two largest economies went backwards. Germany’s BI rate fell from 14.19% to 13.20% between 2023 and 2025, and Italy’s from 17.62% to 16.04%. France was flat (10.66% to 10.67%). Because these three economies weigh heavily in the EU aggregate, they explain much of why the EU-wide figure moved only 0.9 points in two years.
Small economies are moving fastest. Lithuania more than doubled its BI rate (+13.59 points) and Czechia added 6.22 points. Ireland’s RLR of 54.8 is the third-highest in the EU even though its business-software base (47.19%) is below the EU average: Irish firms that buy software tend to go all the way to BI.
Elena Rodriguez’s read: France at 17.7 belongs on the first slide of any vendor’s European expansion deck. Sixty percent of French firms already pay for an ERP or CRM, so the data exists and the integration budget has been spent once. The gap is the license-and-modeling layer on top. That’s an easier sale than a greenfield market, but only if the vendor prices for a finance team of four, not an analytics department of forty.
Which Industries Use Business Intelligence Software Most?
Information and communication leads at 41.08%, per Eurostat’s 2025 data; construction is lowest at 6.77%. That is a 6.07-fold gap (41.08 ÷ 6.77). Within manufacturing, BI use ranges from 49.88% in pharmaceuticals to the sector average of 16.87%.
BI software use by economic activity (EU, 2025)
| Economic activity (NACE Rev. 2) | Uses BI software | Source |
|---|---|---|
| Manufacture of basic pharmaceutical products | 49.88% | Eurostat isoc_eb_iipn2 |
| Manufacture of coke and refined petroleum products | 45.83% | Eurostat isoc_eb_iipn2 |
| Computer programming, consultancy and information services | 43.98% | Eurostat isoc_eb_iipn2 |
| Information and communication | 41.08% | Eurostat |
| Electricity, gas, steam and air conditioning supply | 38.89% | Eurostat isoc_eb_iipn2 |
| Telecommunications | 38.32% | Eurostat isoc_eb_iipn2 |
| Manufacture of chemicals | 34.78% | Eurostat isoc_eb_iipn2 |
| Wholesale trade | 27.49% | Eurostat isoc_eb_iipn2 |
| Professional, scientific and technical activities | 20.85% | Eurostat isoc_eb_iipn2 |
| Real estate activities | 17.67% | Eurostat isoc_eb_iipn2 |
| Manufacturing (all) | 16.87% | Eurostat isoc_eb_iipn2 |
| Retail trade | 14.72% | Eurostat isoc_eb_iipn2 |
| Transportation and storage | 12.44% | Eurostat isoc_eb_iipn2 |
| Accommodation and food service | 9.38% | Eurostat isoc_eb_iipn2 |
| Construction | 6.77% | Eurostat |
The top of the table shares one trait: regulated or capital-heavy operations where a reporting error has a cost. Pharmaceutical manufacturers report batch and quality data to regulators; utilities report load and tariff data. Wholesale (27.49%) nearly doubles retail (14.72%), a gap that tracks margin structure: wholesalers live on inventory turns and price lists that change weekly, and a dashboard pays for itself faster there.
Elena Rodriguez’s read: Construction at 6.77% isn’t a technology-aversion story. Project-based businesses run their numbers job by job in the project-management or estimating system, and the “BI” is a job-cost report. Vendors who sell construction a generic dashboard tool find out quickly that the buyer already has the report they need; what they lack is the cross-project rollup.
Which Companies Lead the Business Intelligence Software Market?
Gartner evaluated 20 vendors in its 2026 Magic Quadrant for Analytics and Business Intelligence Platforms, published June 29, 2026, with placements as of May 2026. Six are Leaders: Microsoft, Amazon Web Services, Salesforce (Tableau), Google, Qlik and ThoughtSpot.
2026 Gartner Magic Quadrant for Analytics and BI Platforms: every vendor by quadrant
| Quadrant | Vendors | Count |
|---|---|---|
| Leaders | Microsoft, Amazon Web Services, Salesforce (Tableau), Google, Qlik, ThoughtSpot | 6 |
| Challengers | Alibaba Cloud, Domo | 2 |
| Visionaries | Databricks, ServiceNow (Pyramid Analytics), Oracle, SAP, Strategy, SAS, GoodData.AI, IBM, Tellius | 9 |
| Niche Players | Zoho, Sigma, Incorta | 3 |
Source: Gartner, Magic Quadrant for Analytics and Business Intelligence Platforms, June 29, 2026 (graphic as of May 2026), via vendor reprint. Vendors listed within a quadrant in no particular order. Gartner does not endorse any vendor in its research.
Axis Intelligence Research finds that three of the six 2026 Leaders (Microsoft, Amazon Web Services and Google) are hyperscale cloud providers, which sell BI alongside the storage and compute it runs on. The Visionaries quadrant is the most crowded, at 9 of 20 vendors, and includes a data-platform company (Databricks), two ERP vendors (SAP, Oracle) and a workflow vendor (ServiceNow, through Pyramid Analytics).
BI leaders’ own track records (company-reported, 2026)
| Vendor (product) | Leader record, as stated by the vendor | Other company-reported figure | Source |
|---|---|---|---|
| Microsoft (Power BI, Fabric) | Leader for the 19th consecutive year | 35 million+ monthly active users; 20 million+ semantic models in use | Microsoft Power BI blog |
| Qlik (Qlik Sense) | Leader for the 16th consecutive year | Used by 75% of the Fortune 500 | Qlik press release |
| Salesforce (Tableau) | Leader for the 14th year | — | Tableau |
| Google (Looker) | Leader for the 3rd consecutive year | — | Google Cloud blog |
Microsoft’s 35 million figure appears in a sentence that also thanks partners and community members, so the post does not state that it counts Power BI users alone. We report it with that caveat rather than as “Power BI has 35 million users.”
Elena Rodriguez’s read: Three hyperscalers in the Leaders box is the procurement story in one picture. When the BI tool comes from the same vendor as the cloud commit, it gets bought against a consumption budget that’s already signed, and the standalone vendor has to win a separate line item. That’s a much harder sale in 2026 than it was when this quadrant was full of specialists.
How big is Microsoft Fabric?
On its fiscal 2026 fourth-quarter earnings call on July 29, 2026, Microsoft said it had over 40,000 paid Fabric customers, up more than 60% year over year, according to the company’s call transcript. Fabric bundles Power BI with data engineering, warehousing and real-time analytics, so the customer count measures the platform, not BI seats.
How fast is Tableau growing?
Salesforce does not break out Tableau revenue. Its fiscal 2026 results (8-K, February 25, 2026) report a combined Integration and Analytics line, which its 10-K says includes MuleSoft and Tableau. That line brought in $6,232 million in fiscal 2026, up from $5,775 million. Axis Intelligence Research calculates growth of 7.9%, and a 15.0% share of Salesforce’s $41,525 million total revenue.
Elena Rodriguez’s read: Single-digit growth on a line that includes Tableau and MuleSoft, while Microsoft adds paid Fabric customers at 60%-plus. The comparison isn’t perfect, since one is revenue and the other is a customer count. But the direction is clear: the buyer is choosing the platform first and inheriting the BI tool with it.
What Happened to the Independent BI Vendors?
Two of the best-known standalone BI companies of the last decade no longer operate as independent BI businesses in the way they did. This is the part of the 2026 market most stats pages have not caught up with.
Domo sold its business to Progress Software
On July 22, 2026, Domo agreed to sell substantially all of its assets and employees to Progress Software for $400 million in cash, subject to adjustments, according to Domo’s announcement. Gartner had placed Domo in the Challengers quadrant of its 2026 Magic Quadrant, as of May 2026, two months before the deal. The sale was completed in September 2026, and the remaining public shell renamed itself Huckleberry.ai (Nasdaq: HUCK), per the completion release.
Domo’s last full fiscal year, ended January 31, 2026, produced $318.9 million in revenue, up 1%, with $289.4 million of it from subscriptions, per its fiscal 2026 results. Axis Intelligence Research calculates the sale price at 1.25 times that trailing revenue (400 ÷ 318.9).
MicroStrategy’s BI business is now a rounding error inside Strategy
Strategy (formerly MicroStrategy) still sells its analytics software, and Gartner placed it among the Visionaries in the 2026 Magic Quadrant. In the second quarter of 2026, total revenue was $122.4 million, up from $114.5 million a year earlier, per its Q2 2026 results.
| Strategy revenue line | Q2 2025 | Q2 2026 |
|---|---|---|
| Subscription services | $40.8M | $62.9M |
| Product support | $52.1M | $40.2M |
| Product licenses | $7.2M | $3.7M |
| Total revenue | $114.5M | $122.4M |
Source: Strategy, second quarter 2026 results press release.
The mix tells the migration story: subscription services rose to 51.4% of revenue from 35.6% a year earlier (Axis Intelligence Research calculation), while maintenance on old perpetual licenses shrank. Set against the balance sheet, the software business is small. Axis Intelligence Research finds Strategy’s Q2 2026 revenue equal to 0.25% of the $49,672 million carrying value of its bitcoin holdings at June 30, 2026.
Elena Rodriguez’s read: 1.25 times revenue for a business with $289.4 million of subscription revenue is what a standalone dashboard company is worth when growth stops at 1%. The standalone model assumed BI would stay a separate budget line. It didn’t. It became a feature of the data platform the customer already pays for, and the standalone vendors are being priced like it.
Who Is Spending on the Data Layer Underneath BI?
The platforms that BI tools sit on are growing much faster than the tools themselves. Databricks said on August 13, 2026 that it had crossed a $7 billion revenue run-rate, growing more than 80% year over year, with its Lakehouse data-warehousing product above a $1.5 billion run-rate and growing over 100%, according to the company’s announcement. The same release reported a $190 billion valuation. Databricks also appears in Gartner’s 2026 Analytics and BI Magic Quadrant, as a Visionary: the data platform is now evaluated as a BI vendor. These are company-reported figures from a private company and are not audited.
Gartner’s June 2026 data and analytics trends point the same way: it expects adoption of data streaming for agentic AI to pass 60% by 2028, from under 15% in 2025. Its March 2026 predictions say that by 2030 universal semantic layers will be treated as critical infrastructure. The semantic layer, the shared definition of “revenue” or “active customer” that a dashboard reads from, is exactly what small firms in the Eurostat data lack.
For consumption-based data platform figures, see our Data Analytics Statistics 2026 page, which covers Snowflake’s results and EU data-analytics adoption.
How Much Does Business Intelligence Software Cost in 2026?
List prices, billed annually, as published on October 24, 2026:
| Product and tier | Price per user per month | Source |
|---|---|---|
| Power BI Pro | $14 | Microsoft |
| Power BI Premium Per User | $24 | Microsoft |
| Tableau Cloud Standard: Creator / Explorer / Viewer | $75 / $42 / $15 | Tableau |
| Tableau Cloud Enterprise: Creator / Explorer / Viewer | $115 / $70 / $35 | Tableau |
Annual cost of BI licenses for a 100-person rollout
Axis Intelligence Research priced a 100-user deployment at list price. For Tableau, we assumed 10 Creators who build reports and 90 Viewers who read them.
| Scenario (100 users) | Formula | Annual list cost |
|---|---|---|
| Power BI Pro | $14 × 12 × 100 | $16,800 |
| Power BI Premium Per User | $24 × 12 × 100 | $28,800 |
| Tableau Cloud Standard (10 Creator, 90 Viewer) | ($75 × 10 + $15 × 90) × 12 | $25,200 |
| Tableau Cloud Enterprise (10 Creator, 90 Viewer) | ($115 × 10 + $35 × 90) × 12 | $51,600 |
Axis Intelligence Research calculation on public list prices. Excludes negotiated discounts, Fabric capacity, data-warehouse compute and implementation.
Elena Rodriguez’s read: The license is the cheap part. A $16,800 Power BI line is less than a quarter of one analyst’s salary, and BLS puts the median for the occupation at $120,230. A BI business case that prices seats and leaves out the person who builds the semantic model is pricing the smaller line. Price the analyst first, then the tool.
What Do Business Intelligence Analysts Earn?
The U.S. government does not publish separate wage data for BI analysts. O*NET lists Business Intelligence Analysts (15-2051.01) as a Bright Outlook occupation, but reports its wages and employment at the parent occupation, data scientists (SOC 15-2051): a median annual wage of $120,230 in 2025, 275,600 jobs, and about 24,800 openings a year projected for 2025–2035, from Bureau of Labor Statistics data.
Any page quoting a “BLS business intelligence analyst salary” is quoting the data scientist figure. For the breakdown by industry, see our Data Analytics Statistics 2026.
FAQ: Business Intelligence Adoption, Vendors and Cost
Why do so few companies use BI software when most already run an ERP?
Because the ERP produces data, and BI needs someone to model it. Per Eurostat, 46.45% of EU enterprises ran ERP software in 2025 but only 16.28% used BI. Axis Intelligence Research’s Reporting Layer Reach puts small firms at 23.7, versus 74.7 for large firms.
Is BI adoption growing in Europe?
Slowly. Eurostat data show EU BI use rose from 15.38% in 2023 to 16.28% in 2025, a 0.9-point gain. Germany and Italy declined over the same period, while Lithuania (+13.59 points) and Czechia (+6.22) grew fastest.
Which country has the highest business intelligence adoption?
Finland, where 43.42% of enterprises with 10+ employees used BI software in 2025, per Eurostat. Finland also has the highest Reporting Layer Reach (59.5) in Axis Intelligence Research’s ranking.
Is Power BI cheaper than Tableau for a 100-person team?
At list price, yes. Axis Intelligence Research calculates $16,800 a year for 100 Power BI Pro users versus $25,200 for Tableau Cloud Standard with 10 Creators and 90 Viewers, based on prices published October 24, 2026. Discounts and capacity costs change the comparison.
Was Domo acquired?
Its business was. Progress Software bought substantially all of Domo’s assets and employees for $400 million in cash, announced July 22, 2026 and completed in September 2026. The listed company that remains is Huckleberry.ai (Nasdaq: HUCK).
Is MicroStrategy still a business intelligence company?
It still sells BI software, now as Strategy. Its Q2 2026 revenue was $122.4 million, with subscription services at 51.4% of the total. Axis Intelligence Research finds that revenue equal to 0.25% of its bitcoin’s carrying value at June 30, 2026.
Which industries rely on BI software the most?
Pharmaceutical manufacturing (49.88%), refined petroleum (45.83%) and IT services (43.98%) lead, per Eurostat 2025 data. Construction (6.77%) and accommodation and food service (9.38%) are lowest.
Who are the leaders in the 2026 Gartner Magic Quadrant for Analytics and BI?
Six vendors: Microsoft, Amazon Web Services, Salesforce (Tableau), Google, Qlik and ThoughtSpot, in Gartner’s report dated June 29, 2026. Gartner evaluated 20 vendors in total; Domo and Alibaba Cloud are Challengers, and Databricks, Oracle, SAP and Strategy are among the nine Visionaries.
How many companies use Microsoft Fabric?
Microsoft reported over 40,000 paid Fabric customers on July 29, 2026, up more than 60% year over year. That counts paying platform customers, not individual Power BI users.
Methodology
Collection. Axis Intelligence Research retrieved every figure on October 24, 2026. Adoption data come from Eurostat’s ICT usage in enterprises survey, reference year 2025 (data extracted May 2026), pulled directly from Eurostat’s dissemination API for datasets isoc_eb_iip (by country and size class) and isoc_eb_iipn2 (by economic activity), and cross-checked against the figures printed in Eurostat’s E-business integration article. Vendor figures come from SEC filings (Salesforce), earnings releases (Domo, Strategy), earnings-call transcripts published by the company (Microsoft), company press releases and blogs (Qlik, Google Cloud, Tableau, Databricks), and public pricing pages (Microsoft, Tableau). Magic Quadrant placements were read from the published 2026 Gartner graphic, distributed as a vendor reprint. Labor data come from O*NET OnLine, which republishes BLS wage and projection data.
Scope. Eurostat covers enterprises with 10 or more employees in industry and non-financial services; agriculture, mining and the financial sector are outside the survey. The 2023-to-2025 comparison uses the same indicator (E_ITBI) and population in both years.
Axis calculations.
- Reporting Layer Reach (RLR) = E_ITBI ÷ E_BSANY × 100, same country, size class and year.
- Change = E_ITBI 2025 − E_ITBI 2023, in percentage points.
- Size and sector multiples = higher rate ÷ lower rate.
- Domo multiple = sale price ÷ fiscal 2026 revenue.
- Strategy subscription share = subscription services ÷ total revenue; revenue-to-bitcoin ratio = Q2 revenue ÷ bitcoin carrying value at quarter end.
- Seat-cost scenarios = list price × 12 × users, with the user mix stated.
What the numbers don’t show. Eurostat reports how widespread each software type is across the population, not which firms hold both, so the RLR compares prevalences rather than tracking individual companies. Vendor user and customer counts are company-reported, unaudited and defined by each company. Magic Quadrant placements are Gartner’s qualitative assessment as of May 2026; the Domo sale and later events postdate it.
