US social commerce sales cross $100 billion for the first time in 2026, according to EMARKETER’s forecast. But the channel’s unit economics changed underneath it: since the de minimis exemption ended, US Customs and Border Protection has collected over $1 billion in duties on 246 million low-value shipments — an average of $4.07 of duty per parcel, a fixed cost that lands hardest on the cheapest products.


Quick Answer

What Is the Social Commerce Margin Index (SCMI)?

SCMI — Social Commerce Margin Index. It answers one operator question: of every $100 of GMV at a given ticket price, how much survives border duty and platform commission before you pay for the product?

The formula is deliberately small enough to recompute by hand:

SCMI(P) = 100 − (D ÷ P × 100) − r

where P = retail ticket price, D = average duty per imported low-value parcel, r = platform referral rate in percentage points.

Inputs, all sourced and dated:

  • D = $4.07. Axis Intelligence Research calculation: CBP reported over $1 billion in duties collected on over 246 million low-value shipments since the May 2025 phase-out began. $1,000,000,000 ÷ 246,000,000 = $4.07.
  • r = 6. TikTok Shop’s US referral fee has been 6% per qualified order for most categories since April 1, 2024, with select jewelry subcategories at 5%.

SCMI is a border-and-platform reading. It deliberately excludes cost of goods, shipping, ad spend and creator commissions, because those vary by operator while duty and referral fee do not. Creator commission is the single largest optional layer on top; we treat it separately in our influencer commerce statistics analysis rather than folding a variable into a fixed-cost index.

The $9.25 line. Solving SCMI = 50 gives P = $9.25. Below that ticket price, more than half of every dollar of GMV is gone before the seller has paid for the product itself.

Elena Rodriguez: The interesting thing about a fixed per-parcel cost is that it doesn’t scale — it inverts. A 6% referral fee is the same percentage on a $5 order and a $500 order, which is why sellers stopped arguing about it years ago. $4.07 is not a percentage. On a $5 impulse buy it’s 81% of the ticket; on a $50 order it’s 8%. The entire sub-$10 assortment that made short-video commerce feel cheap was priced in a world where that line was zero. It isn’t zero anymore, and no amount of conversion-rate optimisation moves a fixed number.

How Big Is Social Commerce in 2026?

US social commerce sales will surpass $100 billion in 2026, according to EMARKETER’s forecast — the first time the channel has cleared that threshold in a single US year. EMARKETER’s definition is worth reading closely, because it is broader than “checkout inside the app”: it counts products ordered directly on the platform, purchases made by clicking through to a retailer’s product page with an immediate purchase option, and transactions agreed on a social platform where payment happened elsewhere.

That definitional breadth is the reason published market-size figures for this channel diverge so violently. A number built on in-app checkout only and a number built on social-attributed conversion are measuring two different businesses.

EMARKETER’s January 2026 forecast attributes the acceleration to creator-led shopping, younger buyers and built-in checkout, and describes the growth as uneven — concentrating on platforms and features that convert discovery into purchase rather than lifting the category evenly.

What Did the End of De Minimis Do to Social Commerce Economics?

This is the part of the 2026 picture that most social commerce statistics pages leave out entirely, and it is the part that decides whether a shop is profitable.

The volume that provoked the policy change is documented in the Federal Register notices suspending the exemption: during fiscal year 2024, CBP processed over 1.36 billion de minimis shipments, described there as an almost ten-fold increase over the 139 million processed in 2015.

A sourcing note worth making visible: CBP’s own newsroom release gives the 2015 baseline as 134 million, while the Federal Register notice gives 139 million. We use 139 million in the dataset because the Federal Register text is the rulemaking record, and we flag the discrepancy rather than silently picking the rounder number.

CBP also reports that seizures of unsafe and non-compliant low-value goods rose 82% after the China and Hong Kong phase-out — a figure that matters commercially as well as politically, because inspection rates are now a real variable in delivery-time promises.

Elena Rodriguez: Read the $1 billion the way a CFO reads it, not the way a press office wrote it. It is not a windfall number; it’s a cost transfer with a denominator. Two hundred forty-six million parcels, one billion dollars, four dollars and seven cents each. That is the line item that appeared in the P&L of every cross-border social seller between May and December 2025, and almost nobody has put it next to their average order value. When you do, the sub-$10 SKU stops being a customer acquisition tool and starts being a subsidy.

How Does the EU Rule Compare?

The EU took a different route to the same place. Rather than removing a threshold and applying normal tariffs, the Council agreed a flat interim charge: a €3 customs duty levied on each item category in a parcel valued under €150, in force from July 1, 2026 until July 1, 2028 and extendable, to be replaced by normal tariffs once the EU customs data hub is operational.

Two mechanics matter for anyone modelling a European shop. First, the charge is per item category, not per parcel — a parcel containing two toys, a wool coat and three bottles of shampoo attracts €9, because it holds three categories. Bundling, which was the standard response to US duty, increases EU exposure instead of diluting it. Second, the volume behind the rule: the European Commission counts 4.6 billion low-value parcels entering the EU in 2024, 91% of them from China, with volumes doubling every year since 2022.

Axis Intelligence Research finds the EU break-even sits at €6.82 — the ticket price below which the €3 duty and a 6% referral fee together consume more than half of revenue. The EU line sits lower than the US line for single-category parcels, and higher than it for multi-category ones. Assortment strategy, not price alone, now determines which jurisdiction is cheaper to sell into.

The Council and Parliament separately agreed on March 26, 2026 to introduce a handling fee on small consignments sold through distance selling, and the reform makes platforms and sellers shipping into the EU the responsible importer — a liability shift that changes who carries the compliance cost, not just its size.

Elena Rodriguez: There’s a second-order effect that doesn’t show up in any GMV forecast. If the cheapest third of the catalogue stops working as an import, the sellers who survive are the ones who pre-positioned inventory domestically — and that is a capital question, not a merchandising one. EMARKETER reported on September 18, 2026 that Temu’s US traffic is back above its pre-tariff level. Traffic recovering says the demand was never the fragile part. The fragile part was the fulfilment model, and the players with balance sheets rebuilt it.

No figure in this article originates from an aggregator or a competing compilation.

SCMI construction. SCMI(P) = 100 − (D ÷ P × 100) − r. The US reading uses D = $4.07, computed as CBP’s reported duties collected ($1 billion) divided by CBP’s reported shipment count (246 million) for the May–December 2025 period. The EU reading substitutes the statutory €3 per-item-category duty for D. Both use r = 6, TikTok Shop’s US standard referral rate, as the platform benchmark; readings for other platforms can be produced by substituting the relevant referral rate.

Break-even derivation. Setting SCMI(P) = 50 and solving for P gives P = D ÷ 0.44. US: $4.07 ÷ 0.44 = $9.25. EU: €3 ÷ 0.44 = €6.82.

What SCMI does not capture. It is a border-and-platform reading only. Cost of goods, freight, ad spend, creator commission, returns handling and payment reserves sit outside it by design, so the index stays comparable across operators with very different cost structures. Duty D is a blended average across all origins and categories; a seller’s actual duty depends on HTS classification and country of origin.
