1.49% of Steam users had a VR headset connected in August 2026, per Valve, and Meta hardware accounted for 71.65% of those headsets. Axis Intelligence Research’s new SteamVR Vendor Concentration Index (SVCI) reads 5,311 — PC VR is now more concentrated than the smart glasses market it is losing ground to.
Quick Answer
Virtual reality in 2026 is a Meta platform with a shrinking hardware story. Valve’s Steam Hardware & Software Survey for August 2026 shows 1.49% of Steam users with a VR headset, down 0.22 points in a month. IDC forecasts 3.2 million mixed reality headsets in 2026, against 16.6 million smart glasses. Meta’s Reality Labs lost $4,619 million on $431 million of revenue in Q2 2026.
Key Findings
- Axis Intelligence Research finds Meta hardware (Quest and Rift lines) accounts for 71.65% of VR headsets used on Steam as of August 2026, 6.47 times Valve’s own 11.07% share.
- Axis Intelligence Research finds the SteamVR Vendor Concentration Index (SVCI) stands at 5,311 in August 2026, 2.95 times the 1,800-point line U.S. regulators use for “highly concentrated.”
- Axis Intelligence Research finds 71.99% of headsets on SteamVR are standalone-capable devices (Quest, Pico, Vive Focus Vision, VIVE XR Elite) — PC VR now runs mostly on headsets built to work without a PC.
- Axis Intelligence Research calculates IDC’s forecasts imply a 2030 average price of about $683 per mixed reality headset — 2.98 times IDC’s $229 forecast for display-less smart glasses.
- Axis Intelligence Research finds the FDA’s AR/VR medical device list holds 115 authorized devices as of June 16, 2026, with a record 24 decisions in 2025 — 38.3% of them surgical navigation systems.
How Many People Use VR in 2026?
No government agency counts VR owners, and Meta does not publish active-user totals for Quest. The largest public, monthly, first-party measure of VR usage is Valve’s opt-in Steam hardware survey, which records whether a surveyed PC has a headset connected.
In August 2026, 1.49% of Steam users had a VR headset, a drop of 0.22 percentage points from July. Put in plain numbers, that is about 15 VR-equipped users in every 1,000 on the platform.
VR adoption signals, 2026
| Metric | Value | As of | Source |
|---|---|---|---|
| Steam users with a VR headset | 1.49% | Aug 2026 | Valve |
| Month-over-month change | −0.22 pts | Aug 2026 | Valve |
| VR-equipped users per 1,000 Steam users | 14.9 | Aug 2026 | Axis calculation from Valve |
| Mixed reality headset shipments (forecast) | 3.2 million | 2026 | IDC |
| XR device shipments, headsets + glasses (forecast) | 14.5 million | 2025 | IDC (Dec 2025) |
| MR/VR headset shipments change (forecast) | −42.8% | 2025 | IDC (Dec 2025) |
IDC’s December 2025 forecast put the whole XR device market at 14.5 million units for 2025, up 41.6%, while expecting mixed and virtual reality headsets themselves to fall 42.8%. The category grew; the headset inside it did not.
Noah Mc’s read: A 0.22-point monthly drop sounds small until you remember the base is 1.49. That’s a big swing for a survey this size, and one month is noise, so don’t frame it as collapse. What isn’t noise is the ceiling. After a decade of headsets on Steam, VR still reaches fewer than two players in a hundred. PC VR is a niche with a loyal core, not a platform on the way to the mainstream.
What Is the Most Popular VR Headset in 2026?
On PC, it is still the Quest 2 — a headset Meta sells into a market that has moved past it. The Oculus Quest 2 held 26.97% of SteamVR headsets in August 2026, just ahead of the Meta Quest 3 at 26.01%.

Full 26-line breakdown in the CSV.
Two readings stand out. The Valve Index still holds 11.07% — the fourth-largest headset on the platform and the only premium tethered headset in the top five. And Sony’s PS VR2, adapted for PC, sits at 2.24%, ahead of the Quest Pro.
Noah Mc’s read: The top of this table is a hardware generation fight inside one company. Quest 2 vs Quest 3 is basically a coin toss at 26.97 vs 26.01. For a developer shipping a PC VR title, that settles the performance target: build for the Quest 2 over a streamed link and everything above it takes care of itself.
Who Dominates the VR Market? The SteamVR Vendor Concentration Index
Headset rankings tell you which model is winning. They don’t tell you how lopsided the platform is. So Axis Intelligence Research built a measure that does.
The SteamVR Vendor Concentration Index (SVCI) applies the Herfindahl-Hirschman method — the concentration measure U.S. antitrust agencies use — to vendor shares of headsets on Steam. It sums each hardware vendor’s squared share. A perfectly fragmented market scores near 0; a single-vendor market scores 10,000.
Step 1 — Vendor shares, rolled up from Valve’s headset lines (August 2026)
| Vendor | Headsets included | Share | Source |
|---|---|---|---|
| Meta | Quest 2, Quest 3, Quest 3S, Quest Pro, Quest, Rift S, Rift | 71.65% | Axis calculation from Valve |
| Valve | Index HMD | 11.07% | Valve |
| Pico (ByteDance) | Pico 4, Pico Neo 3 | 5.06% | Axis calculation from Valve |
| HTC | Vive, Vive Pro, Vive Pro 2, Focus Vision, XR Elite, Cosmos | 4.17% | Axis calculation from Valve |
| Sony | PS VR2 | 2.24% | Valve |
| Windows Mixed Reality | Platform line as reported | 2.08% | Valve |
| Bigscreen | Beyond | 1.25% | Valve |
| Pimax | Pimax HMD | 0.60% | Valve |
| Varjo | Aero | 0.04% | Valve |
Step 2 — The reading
SVCI = 71.65² + 11.07² + 5.06² + 4.17² + 2.24² + 2.08² + 1.25² + 0.60² + 0.04² = 5,311
| Measure | Reading | Basis |
|---|---|---|
| SVCI, August 2026 (baseline reading) | 5,311 | Valve; Axis calculation |
| Multiple of 1,800 “highly concentrated” threshold | 2.95× | DOJ/FTC 2023 Merger Guidelines benchmark |
| Smart glasses concentration (SGCI), Q1 2026 | 4,820–5,212 | Axis Smart Glasses Statistics |
| Meta share ÷ Valve share on Steam | 6.47× | Axis calculation from Valve |
This August 2026 figure is the SVCI’s baseline reading. Axis Intelligence Research will publish a new reading every time Valve releases a monthly survey, dated and appended to the dataset.
What it means. The SVCI sits above the upper bound of our smart glasses index. PC VR — the open, bring-your-own-hardware corner of virtual reality — is more dependent on one vendor than the consumer glasses category Meta built with EssilorLuxottica. When Meta changes its Link and Air Link software, or stops selling a model, most of the SteamVR audience feels it.
The index describes structure, not legality. It measures one survey population (opt-in Steam users), counts software-only drivers (iVRy, Riftcat, Iriun) and the “Other” line outside any vendor, and treats Windows Mixed Reality as one platform even though several manufacturers built for it.
Noah Mc’s read: Valve owns the store and ships the fourth-biggest headset on it, and it still runs a platform where 7 in 10 headsets come from a rival. That’s the whole PC VR economy in one number. The next SVCI reading to watch is whichever month a new non-Meta headset lands in volume. A reading under 4,000 would mean the second ecosystem finally showed up.
Is PC VR Dying? The Standalone Takeover
PC VR hasn’t died. It has been absorbed by standalone hardware.
Axis Intelligence Research counts the standalone-capable headsets in Valve’s August 2026 list — every Quest, Pico 4, Pico Neo 3, Vive Focus Vision and VIVE XR Elite — and finds they make up 71.99% of VR headsets used on Steam. The Quest family alone is 66.43%.
| Headset class on SteamVR, Aug 2026 | Share | Source |
|---|---|---|
| Standalone-capable headsets (streamed or cabled to PC) | 71.99% | Axis calculation from Valve |
| — of which Meta Quest family | 66.43% | Axis calculation from Valve |
| Valve Index | 11.07% | Valve |
| Sony PS VR2 | 2.24% | Valve |
| Bigscreen Beyond | 1.25% | Valve |
That flips the old picture of PC VR as a premium, tethered hobby. Most people launching SteamVR today are using a headset that could run games on its own and are borrowing the PC for its GPU.
Noah Mc’s read: This is the stat PC VR studios should pin above their desks. Your customer bought a Quest for the couch and tried SteamVR later. That shapes everything: streaming latency and compression artifacts are part of your game’s real image quality, and the controller in their hand is a Touch controller, not a Knuckles.
How Big Is the VR Headset Market? Shipments and Forecasts to 2030
IDC now tracks VR inside a broader mixed reality category — headsets such as Meta’s Quest that blend virtual and pass-through views. Its July 2026 market update forecasts 3.2 million mixed reality headsets in 2026, rising to 10.4 million by 2030, a 34.4% compound annual growth rate, with mixed reality revenue reaching $7.1 billion in 2030.
Mixed reality headsets vs smart glasses, IDC forecasts
| Segment | 2026 units | 2030 units | CAGR 2026–30 | Source |
|---|---|---|---|---|
| Mixed reality headsets | 3.2 million | 10.4 million | 34.4% | IDC |
| Display-less smart glasses | 13.6 million | 27.3 million | 18.9% | IDC |
| Optical see-through display glasses | 3.0 million | 12.2 million | 41.9% | IDC |
What will a VR headset cost in 2030?
IDC doesn’t publish a headset average selling price on its public page, but its forecasts imply one. Axis Intelligence Research calculates: $7.1 billion ÷ 10.4 million units ≈ $683 per mixed reality headset in 2030. Against IDC’s $229 forecast ASP for display-less smart glasses, that’s a 2.98× price gap.
| Metric | 2026 | 2030 | Source |
|---|---|---|---|
| Glasses (display-less + display) per MR headset | 5.19 | 3.80 | Axis calculation from IDC |
| Implied MR headset ASP | — | ~$683 | Axis calculation from IDC |
| Display-less smart glasses ASP | ~$376 | ~$229 | IDC |
Glasses outship headsets roughly five to one this year on IDC’s numbers, and the ratio narrows to under four by 2030. For the glasses side of this story, see our smart glasses statistics, which owns those figures.
Noah Mc’s read: $683 is the number to argue with. It says IDC expects the average headset in 2030 to cost more than a Quest 3S does today, which means the growth it sees is coming from pricier mixed reality hardware, not a $199 impulse buy. Growth at 34% a year from 3.2 million units is still a small absolute market: 10.4 million headsets in 2030 is less than half of the glasses volume IDC expects the same year.
How Much Money Is Meta Losing on VR?
Meta reports all headset and glasses hardware, software and content in its Reality Labs segment. In Q2 2026, Reality Labs posted $431 million in revenue and a $4,619 million operating loss, against $370 million and $4,530 million a year earlier.
Reality Labs segment results
| Period | Revenue | Operating loss | Source |
|---|---|---|---|
| Q2 2025 | $370M | $4,530M | Meta |
| Q2 2026 | $431M | $4,619M | Meta |
| H1 2026 | $833M | $8,647M | Meta |
Axis Intelligence Research calculates Reality Labs spent about $5,050 million in Q2 2026 (revenue plus operating loss) — $11.72 of cost for every dollar of revenue. Revenue grew 16.5% year over year and was 0.71% of Meta’s $60,801 million total revenue.
The Reality Labs Burn Multiple (operating loss ÷ revenue) reads 10.72 for Q2 2026; that metric is owned and tracked on our smart glasses statistics page. Meta doesn’t split the segment between Quest headsets and glasses, so no public number isolates what VR alone costs.
Noah Mc’s read: Headset buyers should read the segment table as a platform-risk signal, not a verdict. A division spending about $11.72 per dollar it takes in can keep subsidizing hardware, and that is exactly why Quest prices sit where they do. The flip side: when the company that owns 71.65% of SteamVR headsets redirects its budget toward glasses, the pace of new VR hardware becomes a boardroom decision rather than a market one.
How Is VR Used in Healthcare? FDA-Authorized AR/VR Devices
This is where immersive hardware has real regulatory traction. The FDA’s AR/VR Medical Devices List, current as of June 16, 2026, contains 115 authorized devices. Axis Intelligence Research counted them by year and review panel.

2025 was the record year with 24 decisions. Surgical navigation (product codes OLO and SBF) accounts for 44 devices, or 38.3% of the list — the largest single use. VR therapy for pain (product code QRA) accounts for five, including AppliedVR’s RelieVRx and EaseVRx.
Noah Mc’s read: Medicine is where “VR” stops meaning games. Most of these devices are headset-guided surgery and 3D imaging viewers, bought by hospitals on procurement cycles that don’t care about console generations. That’s a slower market, and a far more durable one than the consumer shelf.
Methodology
Collection. Axis Intelligence Research compiled this dataset on September 27, 2026, from five primary sources, each fetched and read during production: Valve’s Steam Hardware & Software Survey (August 2026); IDC’s AR/VR market insights page (updated July 1, 2026) and IDC’s December 11, 2025 press release; Meta Platforms’ Q2 2026 earnings release and Form 10-Q; and the U.S. FDA AR/VR Medical Devices List (content current as of June 16, 2026). Smart glasses concentration and burn-multiple values are restated from the Axis page that owns them.
Axis-calculated figures.
- SVCI (SteamVR Vendor Concentration Index): Σ(vendor share²) across the nine hardware vendors in Valve’s VR headset list. Headset lines are rolled up to their maker; software drivers (iVRy, Riftcat Vridge, Iriun VR) and “Other” are excluded. Benchmarked against the 1,800-point threshold in the DOJ/FTC 2023 Merger Guidelines.
- Standalone-class share: sum of Valve’s shares for Quest 2, Quest 3, Quest 3S, Quest Pro, Quest, Pico 4, Pico Neo 3, Vive Focus Vision and VIVE XR Elite.
- Implied MR ASP 2030: IDC 2030 mixed reality revenue ÷ IDC 2030 mixed reality units.
- Glasses per MR headset: (IDC display-less + display glasses units) ÷ IDC mixed reality units, same release and year.
- Reality Labs cost per revenue dollar: (revenue + operating loss) ÷ revenue, same quarter.
- FDA counts: rows of the FDA list tallied by “Date of Final Decision” year, “Panel (Lead)” and “Primary Product Code.”
Scope notes. Steam survey shares describe opt-in Steam users with a connected headset, not global unit sales, and exclude console-only PS VR2 owners and standalone Quest users who never launch SteamVR. IDC’s “mixed reality” category is the successor to what it previously labeled VR headsets. Meta’s Reality Labs includes glasses, so its losses are not VR-only.
