Shein generated $41.8 billion in net revenue in 2025 from 273 million active customers and 1.078 billion orders, according to its audited Hong Kong prospectus. Axis Intelligence Research calculates that 63.5 cents of every revenue dollar in Q1 2026 went to delivering parcels and acquiring customers — up from 52.8 cents in 2023.
Quick Answer: How Big Is Shein in 2026?
Shein booked $41.847 billion in 2025 net revenue (+8.0%) and $2.064 billion in net income (−38.7%), per its HKEX prospectus dated August 24, 2026. It served 273 million active customers across roughly 160 markets. Shein listed in Hong Kong on September 1, 2026, at HK$48.56 a share — about 0.63× trailing sales, by Axis Intelligence Research’s calculation.
Until July 2026, nearly every “Shein revenue” figure online was an estimate — some above $70 billion. The prospectus replaced those guesses with audited IFRS numbers. This page is built on the filing, not on the guesses.

- Shein reported 127.9 million average monthly EU users for February–July 2026, down 17.9% from 155.7 million in the prior six-month window, per its DSA disclosure.
What Is Shein’s Revenue in 2025 and 2026?
Shein’s net revenue reached $41.847 billion in 2025, up from $38.748 billion in 2024 and $32.103 billion in 2023, according to the audited accountants’ report in its HKEX prospectus. Growth decelerated each year: 41.1% in 2023, 20.7% in 2024, 8.0% in 2025 and 1.1% in Q1 2026 ($9.052 billion versus $8.952 billion).

Why Did Shein’s Profit Fall in 2025?
The headline profit drop is mostly an accounting line, not the operating business. Operating income actually rose to $1.707 billion in 2025 from $966 million. Net income fell because fair-value gains on convertible redeemable preferred shares shrank from $2.431 billion in 2024 to $328 million in 2025, per the prospectus. The Q1 2026 net loss of $99 million traces to a $328 million fair-value loss on the same instruments.
Mia Scarlett: Read the 2024 net income of $3.365 billion with the footnote attached: $2.4 billion of it was a non-cash mark on the company’s own preferred shares. Strip that out and 2025 was the better operating year — operating income up 77%. The problem is elsewhere, and it shows up in the cost lines, not the bottom line.
How Many Customers and Orders Does Shein Have?
Shein had 273 million active customers in 2025 — defined as accounts placing at least one order in the period — up from 186 million in 2023 (a 21.2% CAGR). For the twelve months to March 31, 2026, the count reached 281 million. Total orders hit 1.078 billion in 2025 and 1.090 billion for the trailing twelve months to March 2026.

How Much Does the Average Shein Customer Spend?
Axis Intelligence Research calculates net revenue per active customer at $153.30 in 2025, down from $172.60 in 2023 (net revenue ÷ active customers). The customer base grew 47% over two years; what each customer is worth to Shein fell 11%.
Mia Scarlett: This is the number the “273 million” headline hides. Order frequency held flat at four a year, so the decline is basket value — cheaper items, more low-ticket marketplace sales, and newer customers in lower-income markets. Shein is buying breadth with depth.
What Are Shein’s Unit Economics Per Order?
The prospectus discloses orders and costs, so for the first time Shein’s per-parcel economics can be computed from audited inputs. Every figure below is an Axis Intelligence Research calculation from prospectus data.
| Per order (USD) | 2023 | 2024 | 2025 | Formula |
|---|---|---|---|---|
| Net revenue | 44.90 | 42.16 | 38.82 | Net revenue ÷ total orders |
| Fulfilment cost (disclosed) | 18.9 | 18.3 | 17.7 | Company-reported |
| Marketing cost | 4.83 | 4.53 | 5.74 | Marketing expenses ÷ total orders |

| Net income | 3.90 | 3.66 | 1.91 | Net income ÷ total orders |
Source: Axis Intelligence Research, calculated from the SHEIN HKEX prospectus (August 24, 2026).
Revenue per order fell 13.5% from 2023 to 2025; fulfilment cost per order fell only 6.3%. The gap between those two lines is where the margin went. Marketing per order, meanwhile, rose 19% in 2025 alone — the year the U.S. de minimis exemption ended and Shein had to spend harder to hold volume.
Axis Reach Cost Ratio (ARCR™): How Much of Shein’s Revenue Goes to Reaching the Customer?
The Axis Reach Cost Ratio (ARCR™) is an Axis Intelligence Research metric that measures the share of each revenue dollar a direct-to-consumer retailer spends to get a parcel to the door and a shopper to checkout.
Formula: ARCR™ = (Fulfilment expenses + Marketing expenses) ÷ Net revenues × 100
Inputs are taken line by line from Shein’s audited consolidated statements. Fulfilment covers warehousing, freight, last-mile delivery and — since 2025 — the customs and duty costs Shein now absorbs or passes through. Marketing covers customer acquisition and retention.
| Period | Fulfilment ($M) | Marketing ($M) | Net revenue ($M) | ARCR™ |
|---|---|---|---|---|
| 2023 | 13,501 | 3,453 | 32,103 | 52.8% |
| 2024 | 16,847 | 4,159 | 38,748 | 54.2% |
| 2025 | 19,072 | 6,191 | 41,847 | 60.4% |
| Q1 2025 | 3,831 | 1,088 | 8,952 | 54.9% |
| Q1 2026 | 4,322 | 1,430 | 9,052 | 63.5% |
Source: Axis Intelligence Research calculation; inputs from the SHEIN HKEX prospectus. Snapshot as of September 24, 2026. The 2023 figure is the baseline reading.
Axis Intelligence Research finds Shein’s ARCR™ rose 8.6 points year over year to 63.5% in Q1 2026 — the quarter after the U.S. ended duty-free treatment for all low-value parcels and before the EU’s €150 exemption lapsed on July 1, 2026.
Why ARCR™ Matters More Than Gross Margin for Shein
Shein’s revenue minus cost of sales climbed to 67.9% in 2025 (cost of sales was 32.1% of revenue, per the prospectus). A gross margin that looks like a luxury brand’s is misleading for a cross-border model, because the costs that decide profitability sit below it — in freight, duties and ads. ARCR™ isolates exactly those. When ARCR™ rises faster than gross margin, operating margin compresses: Q1 2026 operating margin fell to 2.9% from 3.9%.
A reading of 63.5% leaves roughly 36.5 cents per dollar to cover product cost, technology, overhead and profit. Shein’s own guidance says first-half 2026 operating margin will come in slightly below Q1 — consistent with ARCR™ staying elevated as EU duties start to bite.
Mia Scarlett: The filing calls it a “cost-plus pricing strategy.” ARCR™ is how you check whether the plus is keeping up. In 2025 it wasn’t: prices went up in the U.S., volume held globally, but the reach costs grew faster than the ticket. What would reverse the ratio is the localised-fulfilment build-out — the Wrocław hub, U.S. warehousing — shortening the freight leg. Watch the second-half 2026 filing for whether fulfilment per order drops back below $17.7.
How Much of Shein’s Revenue Comes From the U.S., Europe and the Rest of the World?
Europe became Shein’s single largest disclosed region in 2024 and stayed there: $14.802 billion, or 35.4% of 2025 revenue, per the prospectus (Europe = EU plus the UK). The United States contributed $10.101 billion (24.1%). The rest of the world — Latin America, the Middle East, Asia-Pacific and others — delivered $16.944 billion (40.5%).

Axis Intelligence Research finds the rest of the world is now Shein’s growth engine: it accounted for 45.4% of Q1 2026 revenue and was the only region still growing at double digits.
Mia Scarlett: The segment table does the talking. The U.S. went from a third of the business to under a quarter in nine quarters, and the decline accelerated after the tariff shock rather than stabilising. Europe decelerated from 33% growth in 2024 to 2% in Q1 2026 — before the EU duty change even took effect. The prospectus says the EU impact could match or exceed what happened in the U.S. That’s the company’s own risk language, not ours.
How Many People Use Shein in the European Union?
Shein reported an average of 127.9 million monthly active users in the EU for February 1 – July 31, 2026, in its mandatory Digital Services Act disclosure. The previous window (August 2025 – January 2026) showed 155.7 million. Shein’s first disclosure, for August 2023 – January 2024, reported 108 million (as reported by Trilateral Research).
| DSA reporting window | EU avg. monthly active users | Source |
|---|---|---|
| Aug 2023 – Jan 2024 | 108.0M | SHEIN disclosure, reported by Trilateral Research |
| Aug 2025 – Jan 2026 | 155.7M | SHEIN DSA page |
| Feb 2026 – Jul 2026 | 127.9M | SHEIN DSA page |
The 17.9% decline compares a window containing Black Friday and Christmas with one that doesn’t, so part of it is seasonal. Shein’s definition of a user is broad — anyone browsing, carting or buying — so this is a reach number, not a customer number. The European Commission designated Shein a Very Large Online Platform on April 26, 2024, under the DSA’s 45-million-user threshold.
Why we don’t compute “revenue per EU user”: the prospectus defines Europe as EU + UK, while the DSA count covers EU member states only, and a DSA “user” includes non-buyers. Dividing one by the other would produce a number that means nothing, so we publish them side by side instead.
What Did Shein’s IPO Value the Company At?
Shein priced its Hong Kong IPO at HK$48.56 per share on August 31, 2026 — the midpoint of its HK$47.60–49.50 range — selling 279,992,500 Class B shares for HK$13.596 billion in gross proceeds, per its allotment announcement. The Hong Kong retail tranche was 5.63× subscribed; the international tranche 2.59×. Trading began September 1 under stock code 00625.
| IPO metric | Value | Source |
|---|---|---|
| Final offer price | HK$48.56 | HKEX allotment results |
| Shares offered | 279,992,500 | HKEX allotment results |
| Gross proceeds | HK$13,596.4M (≈US$1.74B, per Reuters) | HKEX allotment results; Reuters |
| Shares in issue at listing | 4,246,202,609 | HKEX allotment results |
| Market cap at offer price | HK$206.2B (≈US$26.4B) | Axis Intelligence Research calculation |
| Price-to-2025-sales | ≈0.63× | Axis Intelligence Research estimate |
| Founder Yangtian Xu voting control | ≈49.9% | SHEIN HKEX prospectus |
Axis Intelligence Research calculates the market capitalization at the offer price as 48.56 × 4,246,202,609 = HK$206.2 billion, or about US$26.4 billion using the exchange rate implied by Reuters’ conversion of the proceeds. Against 2025 revenue of $41.847 billion, that is roughly 0.63× sales. Shein held $14.786 billion in cash resources at end-2025 — about 56% of that market value, by our estimate.
Mia Scarlett: A company with $14.8 billion of cash and positive operating income going public at 0.6× sales is the market telling you it doesn’t believe the growth rate will come back. The use-of-proceeds split — 40% technology, 40% brand and global presence — is a bet that it can. Lock-ups on the founders run to August 2028; everyone else unlocks from February 28, 2027.
How Did Tariffs and the End of De Minimis Hit Shein?
The U.S. ended duty-free de minimis treatment for Chinese goods on May 2, 2025, and for all countries on August 29, 2025. Shein’s prospectus states that China-origin products it ships to the U.S. now face tax rates of 10% to 87.5%, up from 0–62.5% before the changes. U.S. Customs and Border Protection reported collecting over $1 billion in duties on more than 246 million low-value shipments by mid-December 2025 (all shippers, not Shein alone).
In the EU, the €150 customs-duty exemption for low-value consignments ended on July 1, 2026, replaced initially by a flat €3 duty per item category, per the prospectus. Shein says it will raise EU prices to offset part of the cost and expects a short-term volume hit.
What Fines and Regulatory Actions Has Shein Faced?
| Date | Regulator | Action | Amount | Source |
|---|---|---|---|---|
| Apr 26, 2024 | European Commission | VLOP designation under DSA | — | European Commission |
| Jul 3, 2025 | DGCCRF (France) | Deceptive discounts and environmental claims | €40M | DGCCRF communiqué |
| Sep 1, 2025 | CNIL (France) | Cookies placed without consent | €150M | CNIL |
France’s DGCCRF found that among the Shein price-reduction listings it checked between October 2022 and August 2023, 57% offered no real price reduction, 19% a smaller cut than advertised, and 11% were actually price increases. The CNIL’s €150 million fine cited the scale of processing — an average of 12 million people in France visiting shein.com each month. Shein’s prospectus confirms ongoing regulatory investigations in the U.S., France and the EU.
How Fast Does Shein Produce New Styles?
Shein’s operating model, which it calls LATR (Large-scale Automated Test and Reorder), launches products in initial batches of 100 to 200 items, reorders winners in as few as five days, and added about 4,700 new apparel styles per day in Q1 2026, per the prospectus. Shein listed more than 2 million apparel styles and more than 7,500 contract manufacturers, with 36 inventory turnover days in 2025.
Apparel’s share of revenue fell to 63.8% in 2025 from 68.8% in 2023 as home, beauty and other categories grew. Service revenue — mostly the third-party marketplace — rose 5.46× from $868 million in 2023 to $4.740 billion in 2025, reaching 14.3% of revenue in Q1 2026.
What Is Shein’s Environmental Footprint?
Shein says purchased goods and upstream transport account for about 96% of the emissions covered by its near-term Scope 3 target, per its 2025 sustainability disclosures. It targets a 25% absolute Scope 3 cut and 42% Scope 1–2 cut by 2030 against a 2023 base year.
| Indicator (2025) | Value | Source |
|---|---|---|
| Renewable electricity, own operations | 85.1% (76% in 2024) | SHEIN Group — Planet |
| Electricity use, own operations | 275,723.2 MWh | SHEIN Group — Planet |
| Recycled polyester share | 9.2% (target 31% by 2030) | SHEIN Group — Planet |
| Estimated transport emissions avoided | 604,868 tCO₂e | SHEIN Group — Planet |
| Supplier on-site audits (China, 2024) | 4,288 | SHEIN 2024 report release |
“Avoided emissions” are company estimates of project impact, not reductions in the total footprint. At 9.2% recycled polyester, Shein is under a third of the way to its 2030 target with four years left.

Methodology
Axis Intelligence Research built this dataset from primary documents fetched and read on September 24, 2026. The financial core is Shein’s HKEX prospectus dated August 24, 2026 (audited IFRS statements for 2023–2025 and unaudited Q1 2025/Q1 2026) and the August 31, 2026 allotment announcement. EU user counts come from Shein’s Article 24(2) DSA page. Regulatory actions come from CNIL, DGCCRF and European Commission releases; U.S. customs data from CBP; environmental data from Shein’s own 2025 disclosures.
Axis calculations (marked axis_calculated = yes in the CSV): per-order and per-customer figures divide prospectus line items by disclosed orders or active customers. Regional growth rates divide consecutive-period regional revenue. ARCR™ = (fulfilment + marketing) ÷ net revenue. Market capitalization multiplies the final offer price by shares in issue at listing; USD conversion uses the rate implied by Reuters’ reported proceeds (HK$13.60B = US$1.74B). Price-to-sales and cash-to-market-cap are labelled estimates.
We did not use third-party revenue estimates, app-download trackers or web-traffic panels for any headline figure. Shein’s DSA user definition and prospectus region definitions differ, which is why EU users and Europe revenue are never combined. Environmental figures are company-reported; “avoided emissions” are Shein’s own project estimates.
