Six years of export controls were supposed to shrink Huawei. The audited 2025 accounts say otherwise: CNY 880.9 billion in revenue — 98.8% of the company’s pre-restriction 2020 peak — with CNY 192.3 billion poured back into R&D, a sum that Axis Intelligence Research calculates at 2.49 times what Ericsson and Nokia spent on research combined.

Quick Answer

Huawei generated CNY 880.9 billion (USD 126.0 billion) in revenue in 2025, up 2.2% year over year, with net profit of CNY 68.0 billion (USD 9.7 billion). R&D spending reached CNY 192.3 billion (USD 27.5 billion), or 21.8% of revenue. Axis Intelligence Research scores the company at 83.7 on the Huawei Reinvestment and Reach Index (HRRI™), a baseline reading as of December 31, 2025.

Key Findings

  1. According to Huawei’s 2025 Annual Report, audited by KPMG, the company generated CNY 880.9 billion in revenue in 2025 — its second-highest annual figure on record.
  2. Axis Intelligence Research finds that Huawei’s 2025 R&D spend of USD 27.5 billion was 2.49 times the USD 11.0 billion that Ericsson and Nokia invested in research combined.
  3. Axis Intelligence Research finds that Huawei’s EMEA revenue alone (USD 23.1 billion) equals 89.6% of Ericsson’s entire worldwide net sales for 2025.
  4. Per WIPO’s Patent Cooperation Treaty Yearly Review 2026, Huawei was the top PCT applicant for the ninth consecutive year, with 7,523 published applications in 2025.
  5. Axis Intelligence Research finds that China supplied 69.95% of Huawei’s 2025 revenue, leaving 30.05% — CNY 264.7 billion — earned outside its home market.

How Much Revenue Did Huawei Make in 2025?

Huawei’s total revenue reached CNY 880.9 billion in 2025, equivalent to USD 126.0 billion at the company’s disclosed closing rate of USD 1.00 = CNY 6.9906. Growth was 2.2% — a sharp deceleration from the 22.4% recorded in 2024. All figures below are drawn from the 2025 Annual Report published by Huawei on March 31, 2026.

Net profit rose to CNY 68.0 billion (USD 9.7 billion) from CNY 62.6 billion, an increase Axis Intelligence Research calculates at 8.73%. Operating margin recovered to 11.0% from 9.2% the year before.

Mia Scarlett: Revenue rose 2.2% and the headline reads “flat.” Strip that apart and it is not flat at all. Operating cash flow jumped from CNY 88.4 billion to CNY 127.4 billion — a 44% move — while the liability ratio came down 2.8 points to 55.0%. A company generating that much more cash on almost no revenue growth is converting mix, not volume. The segment table below shows exactly where the mix moved, and it is not in the two businesses that carry four-fifths of the top line.

How Much Does Huawei Spend on R&D?

Huawei spent CNY 192.3 billion on research and development in 2025 — 21.8% of revenue. Cumulative R&D investment over the preceding decade now exceeds CNY 1.382 trillion. At year-end, 114,000 employees worked in R&D, about 53.7% of the workforce, which implies a total headcount of roughly 212,300 by Axis Intelligence Research’s calculation.

Axis Intelligence Research converts the 2025 R&D figure at Huawei’s own disclosed closing rate to USD 27.5 billion, which works out to approximately USD 241,300 of research spending per R&D employee.

The company held 165,000 active granted patents globally at the end of 2025.

Mia Scarlett: Twenty-one point eight percent of revenue on R&D is the number people quote. The number that matters more is the denominator behind it. Huawei is spending USD 27.5 billion a year from a revenue base that stopped growing, funded by CNY 361.4 billion of cash and short-term investments and a liability ratio that is falling, not rising. This is not a company borrowing to look innovative. It is a company that has decided its cash pile is a research budget, and the accounts back that reading.

How Does Huawei Compare to Ericsson and Nokia?

This is the comparison the industry rarely runs on a like-for-like basis, because the three companies report in three currencies. Axis Intelligence Research converted each using the exchange rate that company itself disclosed in its own 2025 report — Huawei at CNY 6.9906 per USD, Ericsson at SEK 9.19 per USD, and Nokia at USD 1.18 per EUR.

The formula, shown in full. Huawei R&D USD = 192,300 ÷ 6.9906 = USD 27,509m. Ericsson R&D USD = 48,852 ÷ 9.19 = USD 5,316m. Nokia R&D USD = 4,855 × 1.18 = USD 5,729m. Combined Western vendor R&D = USD 11,045m. Ratio = 27,509 ÷ 11,045 = 2.49×.

Two further comparisons fall out of the same inputs. Huawei’s revenue is 2.56 times Ericsson’s and Nokia’s combined. And Huawei’s EMEA revenue alone — CNY 161,356m, or USD 23,082m — reaches 89.6% of Ericsson’s total worldwide net sales.

Mia Scarlett: Read the intensity column before the absolute column, because it inverts the story everyone expects. Nokia spent 24.41% of net sales on R&D in 2025 — a higher share than Huawei’s 21.8%. Intensity is a ratio, and Nokia’s is flattered by a shrinking denominator. Absolute research dollars buy engineers, fabs, and silicon programs; percentages do not. On the measure that funds roadmaps, one company outspends the other two put together by two and a half times, and it does so while both of them are running cost-reduction programs. Ericsson notified the Swedish Public Employment Service in January 2026 that roughly 1,600 positions could be affected. That is the competitive gap, stated in the vendors’ own filings.

Which Huawei Business Segment Earns the Most?

ICT Infrastructure remained the largest contributor at CNY 375.0 billion, 42.57% of revenue. Consumer followed at CNY 344.5 billion, 39.10%. Between them, the two legacy businesses account for 81.67% of the top line and grew 2.6% and 1.6% respectively.

The movement happened elsewhere.

Intelligent Automotive Solution grew 72.1% to CNY 45.0 billion, on shipments Huawei puts at more than 38 million intelligent automotive components across the year, worked with more than 600 value-chain partners. Digital Power added 12.7% to reach CNY 77.3 billion — larger, in dollar terms, than Nokia’s entire Mobile Networks segment.

Cloud Computing is the one segment that shrank on a like-for-like basis, down 3.5% to CNY 32.2 billion as reported. Huawei separately discloses that cloud revenue including sales to other Huawei segments amounted to CNY 72.1 billion, a distinction worth carrying into any comparison against hyperscaler numbers.

Mia Scarlett: The Other line fell 76.4%, from CNY 29.6 billion to CNY 7.0 billion — a CNY 22.6 billion hole. Almost nobody covering these results mentions it, and it is the single largest negative swing in the table. Set it aside and the five named segments grew a combined CNY 41.5 billion. That is the operating business: 4.98% growth, masked at group level by whatever sat in Other and no longer does. Guidance discipline aside, this is why segment revenue beats headline revenue every time.

Where Does Huawei Make Its Money?

China supplied CNY 616.2 billion — 69.95% of revenue — and grew just 0.2%. Every international region grew faster than the home market.

Revenue earned outside China totals CNY 264.7 billion, which Axis Intelligence Research calculates at 30.05% of the group. Asia Pacific was the fastest-growing region at 15.7%; EMEA added CNY 13.0 billion, more than any other region in absolute terms.

Mia Scarlett: EMEA grew 8.8% in the same year Ericsson’s Europe, Middle East and Africa net sales fell 1% on a reported basis. Two vendors, one broad geography, opposite directions. Whatever the policy conversation says about European exclusion, the revenue line in EMEA is not shrinking for Huawei — it is the region carrying the group’s international growth, and at USD 23.1 billion it falls just 10.4% short of Ericsson’s entire global business.

Has Huawei Recovered From the 2019 Restrictions? The HRRI™ Reading

Recovery is usually argued anecdotally. Axis Intelligence Research built a reproducible measure instead.

What HRRI™ Stands For

HRRI™ — the Huawei Reinvestment and Reach Index — scores, on a 0–100 scale, how far Huawei has rebuilt pre-restriction scale while reinvesting in research and widening its revenue base beyond one country and two legacy segments. It is not a health score, a valuation, or a forecast. It is a single figure that compresses four audited inputs into one comparable reading, so that the same calculation can be re-run against every future annual report.

The baseline reading is 83.7, as of December 31, 2025.

How HRRI™ Is Calculated

HRRI = (0.25 × RRC) + (0.30 × RDI) + (0.20 × GSD) + (0.25 × GEO)

Each component is expressed 0–100 and capped at 100.

GEO — Geographic DiversificationNon-China revenue share ÷ reference40.0% anchor30.05%75.120.2518.78
1.0083.71

Source: all four inputs derive from the Huawei 2025 Annual Report and the Huawei 2020 Annual Report. Reference values: RRC uses Huawei’s own 2020 revenue peak, a sourced figure; RDI, GSD and GEO use stated design anchors, disclosed here so the reading can be recomputed or re-anchored by any third party.

Worked arithmetic, so the figure can be independently reproduced:

  • RRC = 880,941 ÷ 891,400 × 100 = 98.83
  • RDI = (192,300 ÷ 880,941 × 100) ÷ 25.0 × 100 = 87.32
  • GSD = ((32,161 + 77,312 + 45,018) ÷ 880,941 × 100) ÷ 25.0 × 100 = 70.15
  • GEO = ((880,941 − 616,249) ÷ 880,941 × 100) ÷ 40.0 × 100 = 75.12
  • HRRI = 24.71 + 26.19 + 14.03 + 18.78 = 83.71 → 83.7

What moves the reading. Sensitivity is close to linear at this level: a one-percentage-point gain in R&D intensity lifts HRRI to 84.9; a one-point gain in growth-segment share lifts it to 84.5; a one-point gain in non-China revenue share lifts it to 84.3. Revenue recovery is effectively maxed out — it cannot contribute more than 0.29 additional points without a new all-time revenue high.

Scope. HRRI™ measures structural rebuild and reinvestment. It does not capture component sourcing, process-node access, gross margin by product line, or unit shipments, none of which Huawei discloses at the granularity an index would need. It is calibrated to Huawei specifically and is not a cross-vendor score; the 2020 peak used in RRC has no equivalent meaning for vendors that were never subject to the same restrictions.

Mia Scarlett: Two components are doing the heavy lifting and two are dragging. Revenue recovery is essentially complete at 98.83 and has nowhere left to run. R&D intensity scores 87.32 and is the largest single contributor by weighted points. What holds the reading below 90 is reach: 30.05% of revenue outside China and 17.54% from the three growth segments. Read the index as one sentence — Huawei has rebuilt the scale, funded the research, and has not yet rebuilt the breadth.

Axis Intelligence Research calculates three ratios from that table. Huawei filed 1.60 times as many published applications as second-placed Samsung Electronics. It accounted for 37.52% of the top five’s combined total. And it represented 2.84% of all 265,200 PCT applications published worldwide in 2025 — a single company approaching one in thirty-five international patent filings on earth.

Digital communication remained the largest technology field in the PCT system at 11.1% of applications, and it grew 6.1% in 2025 — the joint-fastest of the top ten fields alongside semiconductors.

How Big Are HarmonyOS, Huawei Cloud, and the Ascend Ecosystem?

Segment revenue understates the platform businesses, because ecosystem scale shows up in developer and device counts long before it shows up on the income statement.

On the compute side, Huawei reports its 384-NPU SuperPoD deployed at scale across internet, finance, telecommunications, and electric power customers, with Kunpeng and Ascend together claiming 7.8 million registered developers.

Mia Scarlett: Treat developer counts as marketing until they show up as revenue, and Cloud Computing revenue fell 3.5% in 2025. But 1,800 AI Cluster Service customers is a different class of number — that is a countable commercial base, not a registration total, and it sits alongside a 384-NPU SuperPoD that Huawei says is deployed in production. Watch the AICS customer count next year. If it grows while cloud revenue keeps falling, the compute story is a pricing story, not a demand story.

What Do US Restrictions Cost American Carriers?

The cost of excluding Huawei is measurable on the American side of the ledger. The FCC’s Secure and Trusted Communications Networks Reimbursement Program reimburses providers with ten million or fewer customers for removing, replacing, and disposing of Huawei and ZTE equipment obtained on or before June 30, 2020.

Congress initially funded the program at USD 1.9 billion. The FCC subsequently put the cost of approved applications at roughly USD 4.98 billion — a gap of more than USD 3 billion between what the removal was budgeted to cost and what carriers said it would actually cost.

Mia Scarlett: The reimbursement shortfall is the honest price tag on a policy decision, and it is denominated in the same currency as everything else on this page. Roughly USD 4.98 billion to take one vendor out of rural American networks, against a vendor that spent USD 27.5 billion on research in a single year. Those two numbers are not causally linked, but placing them side by side is the only way to see the scale mismatch that shapes every “can Western vendors compete” conversation.

Methodology

Collection. Axis Intelligence Research fetched and read every source document during the production session on August 12, 2026. Primary sources: Huawei Investment & Holding Co., Ltd. 2025 Annual Report and the accompanying March 31, 2026 press release; Huawei’s 2020 Annual Report release for the pre-restriction revenue peak; WIPO’s Patent Cooperation Treaty Yearly Review 2026 Executive Summary; Ericsson’s Fourth Quarter and Full-Year Report 2025; Nokia’s Report for Q4 and Full Year 2025; and the FCC’s Secure and Trusted Communications Networks Reimbursement Program pages. No secondary aggregator supplied a figure on this page.

Currency conversion. Each company’s figures were converted at the exchange rate that company disclosed in its own 2025 report, rather than a single common rate: Huawei at USD 1.00 = CNY 6.9906 (2025 closing rate), Ericsson at SEK 9.19 per USD (year-end closing rate), Nokia at 1 EUR = 1.18 USD (Q4 2025 balance sheet rate). This preserves each figure’s relationship to its own audited statements. Comparisons across the three are therefore approximate at the margin, and the rates are published above so any reader can re-run them on a common basis.

Arithmetic. Every calculated figure was computed in Python before it was written into prose. The HRRI™ reading was computed twice, in two independent passes using different numeric libraries, and both returned 83.7101.

Proprietary metric. The Huawei Reinvestment and Reach Index (HRRI™) is defined in full above: components, weights, reference values, worked arithmetic, and sensitivity. Its inputs are four audited or company-published figures. The formula is versioned and any change to components, weights, or anchors will be disclosed with a transparent re-baselining; historical readings will not be silently restated.

Scope of the data. Huawei is privately held and files no 10-K, 20-F, or equivalent with a securities regulator. Its financial statements are audited by KPMG and published voluntarily, and Axis Intelligence Research treats them as the authoritative source while noting that the disclosure regime differs from that of a listed issuer. Segment definitions are Huawei’s own and are not directly comparable to Ericsson’s or Nokia’s segment structures. Developer, device, and ecosystem counts are company-reported operational metrics, not audited financial data, and are labelled as such in the dataset. Huawei does not publish unit shipments, gross margin by product line, or component sourcing detail, so no figure on this page addresses those questions.

Frequently Asked Questions

Is Huawei’s revenue figure audited, given the company is not publicly listed?

Yes. Huawei is privately held and files with no securities regulator, but its consolidated financial statements are audited by KPMG and published annually. The 2025 figures on this page — CNY 880.9 billion revenue, CNY 68.0 billion net profit, CNY 96.9 billion operating profit — come from those audited statements. The disclosure regime is narrower than a listed issuer’s: there is no quarterly reporting, no management discussion and analysis at 10-K depth, and no segment reconciliation to peer definitions.

Why did Huawei’s revenue growth collapse from 22.4% to 2.2% in one year?

The deceleration is concentrated in the Other line, which fell 76.4% — from CNY 29.6 billion to CNY 7.0 billion. Excluding it, the five named segments added CNY 41.5 billion between them, 4.98% growth. ICT Infrastructure and Consumer, which together carry 81.67% of revenue, grew 2.6% and 1.6%. Huawei attributes the connectivity performance to industry investment cycles.

Does Huawei still sell telecom equipment in Europe despite security restrictions?

EMEA generated CNY 161.4 billion in 2025, up 8.8% year over year — the largest absolute regional increase in the group. Restrictions vary considerably by country and by network layer, and Huawei’s regional disclosure does not break out carrier equipment from enterprise, consumer, and digital power revenue, so the EMEA total should not be read as a 5G RAN figure.

How does Huawei’s R&D spending compare to Ericsson’s and Nokia’s?

Converted at each company’s own disclosed year-end rate, Huawei spent USD 27.5 billion on R&D in 2025, Ericsson USD 5.3 billion, and Nokia USD 5.7 billion. Huawei’s spend is 2.49 times the two combined. On intensity the picture inverts: Nokia spent 24.41% of net sales on R&D against Huawei’s 21.8%, because Nokia’s revenue base is far smaller.
