The Axis Small Business Ledger Score (SBLS): The Scoring Matrix
The SBLS is the original Axis metric on this page. It answers one question: how much working accounting does a small business get, at what cost, before the vendor forces an upgrade? Every sub-score traces to a feature or price printed on the vendor’s own pricing page on October 3, 2026.
| Criterion | Weight | What it measures | Scoring rule |
|---|---|---|---|
| A. Year-one cost for 3 users | 30% | List price of the cheapest plan that supports 3 users with no hard monthly invoice cap, times 12 | 10 โ (10 ร annual cost รท $1,200) |
| B. Free-tier usefulness | 10% | What a business gets for $0 | Invoicing without a tight cap (3), bank reconciliation (2), accountant or multi-user access (2), automatic bank feed (2), no revenue ceiling (1) |
| C. Entry paid tier completeness | 25% | The cheapest paid plan’s accounting core | 2 points each: automatic bank import, bank reconciliation, double-entry or full financial reports, accountant access, no hard invoice or client cap |
| D. Team scaling | 15% | Seat economics | 10 = unlimited users included; 7 = 3 users plus a low per-user add-on; 5 = multi-user but count not stated; 3 = 1 user plus paid seats |

The table will surprise anyone who has read the usual roundups, where QuickBooks Online sits at the top by default. It sits seventh here, and the reason is arithmetic rather than opinion. Three seats on QuickBooks Online means Essentials at $85 a month. Three seats on Zoho Books means Standard at $20. The SBLS does not score the size of an accountant network, because no primary source publishes what share of US accountants work in each product, and we will not invent that number. If your bookkeeper only works in QuickBooks, that single fact outweighs this whole matrix, and we say so again in the buyer’s guide.
How Much Does Small Business Accounting Software Cost in 2026?
Cheapest-plan sticker prices are the number vendors want you to compare. The number that hits the card statement is the plan you need once a second and third person log in.
| Tool | Plan required for 3 users | Monthly list | Year one | Source |
|---|---|---|---|---|
| Odoo Accounting | One App Free | $0 | $0 | Odoo pricing page |
| Wave | Pro | $19 | $228 | Wave pricing page |
| Zoho Books | Standard | $20 | $240 | Zoho Books US pricing page |
| Patriot Accounting | Premium | $30 | $360 | Patriot pricing page |
| Xero | Growing | $59 | $708 | Xero US pricing page |
| Manager.io | Cloud Edition | $59 | $708 | Manager.io Cloud Edition page |
| FreshBooks | Plus + 2 team members ($43 + $22) | $65 | $780 | FreshBooks pricing page |
| QuickBooks Online | Essentials | $85 | $1,020 | QuickBooks pricing page |
The spread between the cheapest paid option and QuickBooks Online is $792 a year for the same three people. Elena’s read: at that gap, “industry default” stops being a feature and starts being a fee. Zoho Books Standard drops further to $15 a month on annual billing, which makes the year-one figure $180.
Xero deserves a footnote. Its $27 Early plan caps users at 20 invoices and 5 bills a month, which is why the 3-user model uses Growing. Xero is also the only tool here with a fresh price change: Xero’s own pricing page says subscription prices increased from October 1, 2026. A September 2026 snapshot of the same page, reported by the independent site Finpresso, listed $25, $55, and $90. Axis Intelligence calculates the change at 8.0% for Early, 7.3% for Growing, and 7.8% for Established, using that non-primary prior figure as the baseline.
The 8 Best Accounting Software Tools for Small Business, Reviewed
Basis for every review below: vendor documentation and US pricing pages retrieved October 3, 2026. Axis Intelligence did not run hands-on testing for this edition, and no section below claims it did.
1. Zoho Books: Editor’s Choice (SBLS 8.45)
Verdict. Zoho Books is the only tool in this test that scores a perfect 10 on entry-tier completeness. The $20 Standard plan connects bank feeds, reconciles, produces a profit and loss statement and balance sheet, and gives three users access, according to Zoho’s US pricing page.
Standout. The free plan is the real thing for a very small business: free indefinitely while revenue stays under $50K for the financial year, with up to 1,000 invoices a year, bank reconciliation, and 1 user plus 1 accountant. Professional ($50) adds inventory, project profitability, and multi-currency on one plan, which is why Zoho collects the headroom bonus.
Drawbacks. Bank feeds are not on the free plan; they start at Standard. Extra seats cost $3 per user a month ($2.50 billed annually) beyond each plan’s allowance. Payroll is a separate Zoho product, outside the scope of this score.
Best for. Service businesses and small product sellers with 1 to 10 people who want complete books at the lowest documented cost.
Pricing (US, October 3, 2026). Free ยท Standard $20/mo ($15 annual) ยท Professional $50/mo ($40) ยท Premium $70/mo ($60) ยท Elite $150/mo ($120) ยท Ultimate $275/mo ($240). 14-day free trial.
2. Wave: Runner-Up (SBLS 6.33)
Verdict. Wave Pro is the second-highest SBLS score and the cheapest paid plan in this test, at $19 a month or $190 a year, and it adds automatic bank import and auto-categorization that the free Starter plan lacks.
Standout. Unlimited users on Pro at no extra cost, per Wave’s own comparison page. Pro also cuts card processing to 2.9% plus $0 for the first 10 card transactions each month, against 2.9% plus $0.60 on Starter.
Drawbacks. Wave scores zero on growth headroom: its pricing page documents no inventory, project tracking, or multi-currency. The Starter plan requires manual entry of bank transactions.
Best for. Solo operators and micro-businesses that invoice clients and want automated books for under $20 a month.
Pricing. Starter $0 ยท Pro $19/mo or $190/yr ยท payroll add-on listed from $25/mo ยท Wave Advisors bookkeeping from $149/mo.
3. Xero: Best for Growing Multi-User Teams (SBLS 5.83)
Verdict. Xero charges no per-user license fees on any plan, which earns it a 10 on team scaling. Its new October pricing is what holds the overall score down.
Standout. Established ($97) bundles multi-currency, project time and cost tracking, expense and mileage claims, and a 180-day cash flow forecast. Xero says its partner program counts 250,000 accountants and bookkeepers, and its app marketplace lists 1,000+ integrations.
Drawbacks. Early’s cap of 20 invoices and 5 bills a month pushes most businesses to Growing at $59. Xero’s US payroll runs through Gusto at $36 a month plus $6 per employee or contractor. Inventory Plus is an optional add-on starting at Growing.
Best for. Teams of 3 or more where several people need the books, and businesses invoicing in more than one currency.
Pricing. Early $27/mo ยท Growing $59/mo ยท Established $97/mo. New-customer offer: 80% off for the first 3 months.
4. Odoo Accounting: Budget Pick (SBLS 5.60)
Verdict. Odoo wins two criteria outright, cost and seats. Its One App Free plan grants one app to unlimited users at no cost, according to Odoo’s pricing page, so a 3-user business pays nothing for accounting alone.
Standout. Seat economics nobody else here matches at $0. If the business later needs inventory or CRM, Odoo’s paid plans bundle all apps for one per-user fee.
Drawbacks. This is the thinnest documentation in the test, and the score shows it: Odoo earns 2 out of 10 on entry-tier completeness and 0 on growth headroom, because the pricing text we could retrieve lists plan structure, not accounting, inventory, or currency features. Odoo’s site blocks automated retrieval of its full pricing page, so we could not log the current US per-user price of the Standard plan, and we have not printed one. Treat the Budget Pick as conditional on a demo confirming bank feeds and reconciliation for your bank.
Best for. Teams that expect to grow into a broader operations suite and are comfortable with configuration.
Pricing. One App Free: $0, unlimited users. Standard and Custom: per-user, country-tiered; US figure not retrieved for this edition.
5. Patriot Accounting (SBLS 4.85)
Verdict. Patriot’s $20 Basic plan quietly covers more of the accounting core than its price suggests: unlimited customers and invoices, automatic bank imports, account reconciliation, and financial reporting, according to Patriot’s pricing page.
Standout. It pairs with Patriot’s own payroll, which adds a per-worker fee of $4 (Basic Payroll) or $5 (Full Service) on top of a base fee.
Drawbacks. No free plan, and the pricing page documents no inventory, projects, or multi-currency. Seat count is not stated, which caps its team-scaling score at 5.
Best for. US businesses with a few employees that want books and payroll from one vendor.
Pricing. Accounting Basic $20/mo ยท Accounting Premium $30/mo (adds estimates, user permissions, recurring invoices, reminders). Offer at retrieval: 30 days free plus 50% off for 3 months.
6. Manager.io (SBLS 4.63)
Verdict. Manager.io splits cleanly in two: a free Desktop Edition for one machine and a $59-a-month Cloud Edition with unlimited users and unlimited businesses.
Standout. Exit costs are close to zero. Manager.io says cloud customers can download all their data and keep using the free desktop edition.
Drawbacks. At $59 the Cloud Edition costs the same as Xero Growing, and Manager.io’s page does not document automatic bank import, inventory, or multi-currency. The vendor states it does not offer discounts.
Best for. Bookkeepers managing several small entities, and owners who prioritize data portability.
Pricing. Desktop Edition free ยท Cloud Edition $59/mo.
7. QuickBooks Online (SBLS 4.00)
Verdict. QuickBooks Online is the most capable product on paper and the most expensive way to put three people in the books. At $85 a month for Essentials, a 3-user business pays $1,020 a year at list.
Standout. QuickBooks lists 800+ integrations and access for 2 accountants on every paid plan. Plus ($140) adds inventory, project profitability, and budgets. Intuit Intelligence AI features scale up by tier.
Drawbacks. One user on Simple Start. The new Free plan is narrow: 2 invoices a month, 1 bank connection, no accountant access, and no mobile app or third-party integrations. Prices moved since our June 7, 2026 edition, which listed Essentials at $75 and Plus at $115; today’s list prices are $85 and $140, increases of 13.3% and 21.7% by Axis Intelligence arithmetic.
Best for. Businesses whose accountant or bookkeeper works in QuickBooks, and companies that will use inventory and project tools on Plus.
Pricing. Free $0 ยท Simple Start $38/mo ยท Essentials $85/mo ยท Plus $140/mo ยท Advanced $340/mo. Offer at retrieval: 50% off for 3 months.
8. FreshBooks (SBLS 2.60)
Verdict. FreshBooks is an invoicing product first. Its $23 Lite plan lacks bank reconciliation, double-entry reports, and accountant access, and caps billing at 5 clients, according to FreshBooks’ pricing page.
Standout. Plus ($43) unlocks proposals, retainers, double-entry reports, reconciliation, and accountant access. Premium ($70) adds project profitability and accounts payable.
Drawbacks. Every extra team member costs $11 a month, on every plan. Card payments run 2.9% plus $0.30, and ACH transfers 1%.
Best for. Freelancers and agencies that bill clients for time and care more about invoices than ledgers.
Pricing. Lite $23/mo (5 clients) ยท Plus $43/mo (50 clients) ยท Premium $70/mo (unlimited) ยท Select: quote. Payroll $40/mo plus $6 per user. Promotions at retrieval included Lite at $1/mo for the first year.
How We Evaluated
This edition of the ranking is documentation-based. Axis Intelligence did not run hands-on tests, timed setups, or support calls for it, and no score depends on one. On October 3, 2026, we retrieved the US pricing page of each vendor and logged every price, user allowance, invoice cap, and listed feature in a fact table, with the URL and retrieval date for each row. The full table sits in our editorial file and is available on request at [email protected].
We scored only what the vendor itself prints. That choice cuts both ways. Odoo and Manager.io lose points because their retrievable pages document less, and we say so in their reviews rather than filling gaps from memory or from review aggregators. QuickBooks Online loses no points for its well-known accountant network, but it also gains none, because no primary source publishes accountant adoption by product. A reader who weights that factor heavily should do what the buyer’s guide says and ask their accountant first.
Promotional prices are excluded from every calculation. They expire in weeks, and a score built on them would be wrong by the next billing cycle. Payroll, payment processing, and taxes are excluded from the cost criterion because they scale with headcount and sales volume, not with the accounting product. They are reported in each review so the reader can add them.
Where we cite a figure we did not retrieve from the vendor, such as Xero’s September 2026 price list reported by Finpresso, we name the source in plain text and flag it as non-primary. The SBLS formula, weights, and every sub-score appear above, so any reader can recompute the ranking. The final order does not replicate any competitor list we reviewed during research, and no vendor saw scores before publication.
How to Choose Accounting Software for Your Small Business
Ask your accountant before you compare features. The IRS lets a business choose any recordkeeping system that clearly shows income and expenses, so legally the choice is open. Practically, your accountant’s tool sets the cost of every future year-end. If they work in one product, that is your shortlist.
Count seats, not features. The cost table above is the fastest filter. Per-user pricing (QuickBooks Online, FreshBooks) punishes teams; flat or unlimited-user pricing (Xero, Wave Pro, Manager.io Cloud, Odoo’s free app) rewards them.
Check the cap that bites first. Xero Early stops at 20 invoices a month. FreshBooks Lite stops at 5 clients. Zoho Books Free stops at $50K of annual revenue. QuickBooks Free stops at 2 invoices a month. Pick the plan for where you will be in twelve months.
Decide whether you need inventory or multi-currency now. Zoho Books Professional ($50) has both. QuickBooks Online puts inventory on Plus ($140), and Xero puts multi-currency on Established ($97).
Keep the exit door in view. The IRS says to keep employment tax records for at least four years, so plan how you will export data before you sign. The IRS also publishes an FAQ on electronic accounting software records worth reading before a migration.
