Axis Intelligence Research finds that ten bank workforce programmes live in 2026 will remove 53,090 confirmed roles, and 56.1% of them (29,800) come from banks that do not attribute the cuts to AI. Wells Fargo, which announced nothing, shed 10,829 employees between January and September, equal to 45.6% of every announced US financial-sector cut.
Quick Answer
Barclays’ plan to remove about 5,000 full-time roles in 2026, disclosed with its Q3 results on October 22, is the largest single-year bank cut this year that management has linked to AI. Across the ten confirmed programmes Axis tracks (Barclays, Standard Chartered, ABN AMRO, ING, DBS, Citigroup, American Express, NAB, ANZ and Commonwealth Bank), the total is 53,090 roles. None of the ten has a regulatory filing that names AI as the cause; the AI link comes from management speeches, results slides and investor-day material. Barclays’ own Q3 results slide puts it plainly: “efficiency driven by AI”. HSBC’s reported 20,000-role review and Mizuho’s 5,000-role clerical automation plan sit outside the count, because HSBC has not confirmed its figure and Mizuho describes its plan as redeployment.
Key Findings
- 53,090 roles are being removed under ten bank programmes that are live in 2026; Citigroup’s 20,000-role simplification alone accounts for 37.7% of the total.
- More bank cuts carry no AI attribution than carry one: 29,800 roles (Tier 3) against 23,290 (Tier 2), a bank-sector attribution gap ratio of 1.28, more than double the 0.604 measured across all industries in the Axis AI Layoff Tracker.
- Banks that do not blame AI are cutting faster. On the Bank AI Cut Velocity (BACV) metric, the Tier 3 median is 5.97% of the workforce per year against 3.25% for banks that cite AI, a 1.84× gap.
- Wells Fargo is the largest silent shrink in banking: headcount fell 16,452 (−7.80%) in the twelve months to September 30, 2026, which is 3.29 times Barclays’ entire 2026 programme, without a single announced layoff.
- US financial-sector layoff announcements fell 48.8% in the first nine months of 2026 (23,762 against 46,386), while fintech announcements rose 330.6% to 7,806, according to Challenger, Gray & Christmas.
How many jobs are banks cutting in 2026?
Axis counts a programme when a bank, or a reporter quoting the bank, gives a role number and a completion date that falls in or runs through 2026. Projections, unconfirmed leaks and redeployment plans are tracked separately.
| Bank | HQ | Roles | Share of workforce | Horizon | Tier | Source |
|---|---|---|---|---|---|---|
| Citigroup | US | 20,000 | 8.37% | Jan 2024 → end-2026 | 3 | Company announcement, Jan 2024 |
| Standard Chartered | UK | 7,840 | 9.56% | 2026 → 2030 | 2 | SC press release, May 19, 2026 |
| ABN AMRO | NL | 5,200 | 23.64% | 2025 → 2028 | 2 | ABN AMRO roadmap, Nov 25, 2025 |
| Barclays | UK | 5,000 | 5.38% | SCAs taken in FY2026 | 2 | Barclays Q3 2026 management speech |
| DBS Group | SG | 4,000 | 9.76% | 2025 → 2028 | 2 | Reuters, Feb 24, 2025 |
| American Express | US | 3,500 | 4.49% | Not disclosed | 3 | Banking Dive, Oct 23, 2026 |
| ANZ | AU | 3,500 | 8.14% | Sep 2025 → Sep 2026 | 3 | ANZ media release, Sep 9, 2025 |
| NAB | AU | 2,500 | 5.97% | FY2027 (up to 1,500 by end-2026) | 3 | NAB announcement, Oct 20, 2026 |
| ING | NL | 1,250 | 2.08% | 2026 | 2 | Investor presentation, Mar 18, 2026 |
| Commonwealth Bank | AU | 300 | 0.61% | 2026 | 3 | Finance Sector Union, Feb 24, 2026 |
| Total | 53,090 | Axis calculation |
Share of workforce = announced roles ÷ group workforce at or near announcement × 100. Barclays is measured against c.93,000 FTE because its cut is stated in FTE; on its 98,141 year-end headcount the share is 5.09%.
Which programmes are excluded from the count?
| Programme | Figure | Why it sits outside the total | Source |
|---|---|---|---|
| HSBC group review | up to 20,000 roles (~10% of ~210,000) over 3–5 years | Reported from unnamed sources; not confirmed by HSBC | Bloomberg, Mar 19, 2026 |
| Mizuho clerical automation | ~5,000 of ~15,000 clerical roles over 10 years | Bank states it is “not a headcount reduction”; backed by up to ¥100bn AI investment to FY2028 | Bloomberg / FStech, Feb 27, 2026 |
| JPMorgan Chase | “30% or 40%” reductions in discrete areas | Most staff redeployed; group headcount still up about 1% | Q2 2026 earnings call |
| ANZ contractors | ~1,000 | Managed-services contractors, not employees | ANZ media release, Sep 9, 2025 |
Adding HSBC’s reported figure would lift the total to 73,090 and push the UK to the largest regional share. That is the single largest swing factor in this dataset, and the reason HSBC’s next results are a review trigger.
Which banks have blamed AI for job cuts?
Axis applies the attribution tiers used in its AI Layoff Tracker:
- Tier 1 — a regulatory filing names AI as a cause of the reduction.
- Tier 2 — a named executive, or a company document such as an investor-day release, links the reduction to AI or automation.
- Tier 3 — the bank does not attribute the reduction to AI (press, unions or analysts may).
Tier 1: no bank filing names AI
Not one of the ten programmes reaches Tier 1. Barclays comes closest. Its Q3 2026 results announcement speaks of “structurally reducing the cost base through expected technology-enabled FTE reductions”, a phrase that covers automation, digitisation and AI without separating them. The word “AI” appears in that announcement only in the forward-looking risk statement. The explicit link sits one document over, in the results slides and the management speech published on Barclays’ investor relations site the same morning. The slide lists the outcome of the restructuring spend as “organisational simplification and technology change efficiency driven by AI”. American Express follows the same pattern: its Q3 2026 earnings release ties the $336m charge to “efficiency initiatives” and mentions artificial intelligence only among risk factors.
Tier 2: five banks, 23,290 roles
| Bank | What the bank said | Roles | Source |
|---|---|---|---|
| Barclays | Group Finance Director Anna Cross: “Around 60% of the Group actions relate to support functions, including fewer developers as AI makes our people more productive.” In Q&A she added that the changes relate “to some of the impacts that we’re starting to see from AI” | 5,000 | Barclays Q3 2026 management speech; Q&A reported by Banking Dive |
| Standard Chartered | Corporate-function roles to fall by more than 15% by 2030 as the bank scales automation and AI | 7,840 | SC press release |
| ABN AMRO | Net reduction of about 5,200 FTE by 2028 versus 2024, with AI embedded in the operating model | 5,200 | ABN AMRO roadmap |
| DBS Group | About 4,000 temporary and contract roles to go over three years through attrition as AI takes on work | 4,000 | Reuters |
| ING | 1,250 roles in 2026, up to 950 in the Netherlands, tied to automation and €350m of savings | 1,250 | Investor presentation, Mar 18, 2026 |
Tier 3: five banks, 29,800 roles
| Bank | What the bank said | Roles | Source |
|---|---|---|---|
| Citigroup | Reductions framed as organisational simplification; the Q4 2023 earnings release books a ~$780m restructuring charge “related to actions taken as part of Citi’s organizational simplification” and does not mention AI | 20,000 | Citigroup 8-K; role count from Q4 2023 call as reported |
| American Express | $336m pre-tax Q3 charge tied to “efficiency initiatives”; AI appears only in risk factors | 3,500 | Amex 8-K; role count from Banking Dive |
| ANZ | Reduce “duplication and complexity”; the release does not mention AI, automation or technology; A$560m pre-tax charge | 3,500 | ANZ media release |
| NAB | “We are particularly focused on reducing the size of corporate functions”; no mention of AI, only “rapid technological change”; ~A$300m pre-tax charge in FY27 | 2,500 | NAB announcement |
| Commonwealth Bank | About 300 roles, mostly in technology; CBA’s A$90m Future Workforce Program release of the same day does not mention cuts | 300 | Finance Sector Union |
What is the bank attribution gap?
Bank attribution gap = Tier 3 roles ÷ (Tier 1 + Tier 2 roles) = 29,800 ÷ 23,290 = 1.28.
Across all industries, the AI Layoff Tracker puts the same ratio at 0.604. Banks are therefore more than twice as likely as the average employer to cut without naming AI. The reason is regulatory rather than technological: a bank that attributes job losses to AI invites supervisory questions on operational resilience, model risk and conduct, while “simplification” invites none.
What is Bank AI Cut Velocity (BACV)?
Headline role numbers reward the biggest balance sheets. A 20,000-role cut at Citigroup and a 5,200-role cut at ABN AMRO are not comparable events. Axis built Bank AI Cut Velocity (BACV) to measure how fast a programme reshapes a bank’s own workforce.
BACV = (announced roles ÷ group workforce at announcement × 100) ÷ programme years
It is expressed in percent of the workforce per year and calculated only where the bank has disclosed a completion horizon. American Express and Commonwealth Bank have not, so they carry no BACV.
| Bank | Roles | Workforce base | Share | Years | BACV | Tier |
|---|---|---|---|---|---|---|
| ANZ | 3,500 | 43,000 | 8.14% | 1 | 8.14 | 3 |
| NAB | 2,500 | 41,880 | 5.97% | 1 | 5.97 | 3 |
| ABN AMRO | 5,200 | 22,000 | 23.64% | 4 | 5.91 | 2 |
| Barclays | 5,000 | 93,000 | 5.38% | 1 | 5.38 | 2 |
| DBS Group | 4,000 | 41,000 | 9.76% | 3 | 3.25 | 2 |
| Citigroup | 20,000 | 239,000 | 8.37% | 3 | 2.79 | 3 |
| Standard Chartered | 7,840 | 82,000 | 9.56% | 4 | 2.39 | 2 |
| ING | 1,250 | 60,000 | 2.08% | 1 | 2.08 | 2 |
Do banks that cite AI cut faster?
No. Tier 2 banks post a median BACV of 3.25 (mean 3.80); Tier 3 banks post 5.97 (mean 5.63). The fastest workforce reshaping in 2026 is happening in Australia, at two banks that frame their programmes as cost and simplification exercises. Banks that cite AI tend to spread reductions over three to four years and lean on attrition: roughly half of ABN AMRO’s reduction and all of DBS’s are designed to run through natural turnover.
Is Barclays’ cut large by its own standards?
Barclays’ BACV of 5.38 is the highest single-year figure among banks that link cuts to AI. The cut is also front-loaded: about 1,000 roles went in the first half and about 4,000 are due by December, according to the analyst call as reported by Banking Dive. The spending says the same thing. Barclays has booked £307m of structural cost actions (SCAs) in the first nine months of 2026 and plans about £300m more in Q4, against an average of £279m a year in 2024–2025.
Commentary — Sarah Davis, Digital Finance BACV separates two strategies that the headline numbers blur. Banks that name AI are mostly running multi-year, attrition-led programmes in which roles are not backfilled as automation absorbs the work. That is slow and it is easy to defend to supervisors and unions. Banks that avoid the AI framing are running one-year restructurings with charges booked up front, which is the classic cost-reset playbook. For anyone modelling sector headcount, the second group matters more for 2026 numbers and the first group matters more for 2028. The question to put to management is not “is this AI?” but “which roles will not be backfilled when the next person leaves?”

Where in Barclays is the restructuring money going?
| Division | 2024–2025 average SCAs | 2026 SCAs to Sep 30 | Change | Source |
|---|---|---|---|---|
| Barclays UK | £76m | £158m | 2.08× | Barclays Q3 2026 slides |
| Investment Bank | £139m | £102m | 0.73× | Barclays Q3 2026 slides |

Barclays UK, the retail and business bank, now takes more than half of the year-to-date restructuring spend, against about a quarter in 2024–2025. Anna Cross told analysts that “nowhere in the bank is this more relevant than in Barclays UK”. She tied it to customer-facing technology that has cut call-centre volumes by 10% in a year and to a branch staffing model with about 10% fewer employees per branch. Barclays UK’s cost:income ratio guidance is “high-40s” for 2027 and mid-40s for 2028.
Is Barclays cutting while profits rise?
Yes. Q3 2026 profit before tax rose 12% to £2,322m on income of £7,365m (+3%), with a cost:income ratio of 62% and RoTE of 11.7%. The bank also announced a £500m share buyback. Unite’s general secretary Sharon Graham accused the bank of “using AI as an excuse” to cut jobs while profits grow. Chief executive C.S. Venkatakrishnan described AI as “the icing on the cake, not the cake”, and the bank plans about £150m of skills investment by 2030.
Why are developers inside the cut?
Barclays’ 2025 Form 20-F reports 19,000 developers using AI coding tools with productivity gains of around 15%, and about 100,000 Microsoft 365 Copilot licences. Applying the 15% to 19,000 developers gives 2,850 FTE-equivalents of capacity. The support-function share of the 2026 cut is about 3,000 roles (60% of 5,000). The two numbers are close in scale. They are not the same people, and Axis does not claim the first caused the second. They show that the productivity Barclays has already disclosed is large enough to absorb a reduction of this size without a fall in output. Barclays now says so itself: the management speech names “fewer developers as AI makes our people more productive” as part of the 60%.
What does UK consultation law mean for the 4,000 roles due by December?
Under UK collective redundancy rules, 100 or more proposed redundancies at one establishment within 90 days require at least 45 days of consultation and an HR1 notification before consultation starts. Barclays’ own slide states that the c.5,000 reduction is “subject to collective and individual consultation as required”. For dismissals to take effect by December, consultations on the larger tranches have to be open by mid-November. Unite’s statement confirms the process is under way.

Why Wells Fargo’s headcount fall is bigger than most announced layoffs
How much has Wells Fargo shrunk?
| Quarter end | Headcount | Source |
|---|---|---|
| Sep 30, 2025 | 210,821 | Wells Fargo Q3 2026 supplement |
| Dec 31, 2025 | 205,198 | Wells Fargo Q3 2026 supplement |
| Mar 31, 2026 | 200,999 | Wells Fargo Q3 2026 supplement |
| Jun 30, 2026 | 197,466 | Wells Fargo Q3 2026 supplement |
| Sep 30, 2026 | 194,369 | Wells Fargo Q3 2026 earnings release |
Headcount fell 16,452 (−7.80%) year on year and 10,829 since December. Management said on the Q3 call that headcount has fallen every quarter for six years and is about 30% below its 2020 peak. In September, CFO Mike Santomassimo said AI “will bring headcount down more”. Wells Fargo still earned $5,951m in Q3.
Why doesn’t Wells Fargo appear in layoff counts?
Layoff trackers count announcements. Wells Fargo shrinks through attrition, non-replacement and small, rolling reductions that never reach an announcement threshold. Its 10,829-person fall since December equals 45.6% of the 23,762 US financial-sector cuts that Challenger, Gray & Christmas recorded as announced in the same nine months. The two measures differ (one is net headcount, the other announced cuts), but the comparison shows how much of US bank workforce change is invisible to announcement-based counts.
Commentary — Sarah Davis, Digital Finance The US is where the AI workforce story is least visible and probably most advanced. Bank of America has said AI coding tools now do work equivalent to roughly 2,000 developers, and its chief executive expects headcount to drift lower. JPMorgan’s chief executive has described 30% to 40% reductions in specific areas while total staff still grows. None of this shows up as a layoff. The more useful US indicator is the quarterly headcount line in each bank’s earnings supplement, read against revenue. If revenue grows while headcount falls for consecutive quarters, the operating model has changed, whatever the press release calls it.
Sector context: US banking statistics and Bank of America statistics.
Are US financial-sector layoffs rising or falling in 2026?
| Segment | Jan–Sep 2025 | Jan–Sep 2026 | Change | Source |
|---|---|---|---|---|
| Financial | 46,386 | 23,762 | −48.8% | Challenger Report, Sep 2026 |
| Fintech | 1,813 | 7,806 | +330.6% | Challenger Report, Sep 2026 |
| Insurance | 3,868 | 7,777 | +101.1% | Challenger Report, Sep 2026 |
Announced US financial-sector cuts have halved, and only 850 were announced in September. Over the same period, AI was the most-cited reason for US job cuts across all sectors, at 120,136 of 573,195 announced cuts (about 21%). The pressure has moved from banks’ announcement lines to fintech and insurance, and inside banks from announcements to attrition.
Where are bank jobs being cut? A regional view
Regions are assigned by group headquarters. Standard Chartered’s corporate functions are concentrated in hubs in Chennai, Bengaluru, Tianjin, Kuala Lumpur and Warsaw, so many of its UK-counted roles sit in Asia and Central Europe.
| Region (HQ) | Confirmed roles | Share of total | Banks | Source |
|---|---|---|---|---|
| United States | 23,500 | 44.3% | Citigroup, American Express | Axis calculation |
| United Kingdom | 12,840 | 24.2% | Barclays, Standard Chartered | Axis calculation |
| Asia-Pacific | 10,300 | 19.4% | DBS, ANZ, NAB, Commonwealth Bank | Axis calculation |
| Continental Europe | 6,450 | 12.1% | ABN AMRO, ING | Axis calculation |
United Kingdom
All 12,840 UK-headquartered roles are Tier 2: both Barclays and Standard Chartered link their programmes to AI or automation. That makes the UK the only region where every confirmed cut carries an AI attribution, and the region that would change most if HSBC confirms its review.
Continental Europe
ABN AMRO’s programme removes nearly a quarter of its workforce over four years, the deepest proportional cut in the dataset. Morgan Stanley analysis reported by the Financial Times estimates about 212,000 roles, around 10% of 2.12 million jobs at 35 European lenders, could go by 2030. That is a projection, not a count. More on the sector in European banking statistics.
Asia-Pacific
Australia produces the two highest BACV readings (ANZ 8.14, NAB 5.97) and none of its banks attributes cuts to AI. The Finance Sector Union puts CBA’s 2026 reductions at about 800 roles in total, above the 300 Axis counts from the February announcement. CBA reversed 45 redundancies in August 2025 after replacing a call-centre team with an AI voice bot, a case Australian unions now cite in every consultation.
United States
Citigroup alone is 37.7% of the global ledger. Bloomberg Intelligence has projected up to 200,000 global bank roles at risk over three to five years; set against that projection, the US announced count looks small because most US change runs through headcount drift.
Global context: global banking statistics and AI job losses by industry.
Which bank roles are most exposed?
| Function | Evidence in 2026 | Source |
|---|---|---|
| Corporate functions (finance, HR, risk operations) | Standard Chartered targets a >15% cut by 2030 | SC press release |
| Support functions incl. developers | ~60% of Barclays’ 5,000 | Barclays Q3 2026 management speech |
| Corporate functions, consultants and contractors | NAB’s cuts target corporate functions, with “no material impact to customer-facing banking roles” | NAB announcement |
| Call centres and branches | Barclays UK: call-centre volumes −10%, employees per branch about −10% in a year | Barclays Q3 2026 management speech |
| Financial-crime operations (AML/KYC) | ING’s AML department of about 6,000 is the core of its 2026 programme | ING investor presentation |
| Temporary and contract staff | DBS’s 4,000 roles are all temporary or contract | Reuters |
| Clerical processing | Mizuho plans to automate a third of 15,000 clerical roles | Bloomberg / FStech |
| Wealth advisers | HSBC’s UK wealth consultation covers about 70% of adviser roles | Financial Times via Reuters |
| Technology | Most of CBA’s 300 roles | Finance Sector Union |
The pattern is consistent: the first roles to go are high-volume, rules-based and internal-facing. Client-facing relationship roles are mostly untouched, with wealth advice at HSBC the main exception.

Methodology
Collection. Axis Intelligence Research reviewed results announcements, SEC and RNS filings, investor-day releases, earnings-call reporting and union statements published between January 2024 and October 24, 2026. Every figure in this article is a row in bank-layoffs.csv with its source organisation, document, URL where one is publicly reachable, as-of date and retrieval date (October 24, 2026). Company documents are linked; secondary reporting is named in plain text.
Inclusion. A programme enters the ledger when it (a) is confirmed by the bank or attributed to the bank by named reporting, (b) gives a role number, and (c) completes in or runs through 2026. Unconfirmed figures (HSBC), redeployment programmes (Mizuho, JPMorgan) and contractor-only reductions (ANZ’s ~1,000) are recorded in the CSV but excluded from totals.
Attribution tiers. Tier 1: a regulatory filing names AI. Tier 2: a named executive or company document links the cut to AI or automation. Tier 3: the bank does not attribute the cut to AI. Tiers are assigned on the bank’s own words, not on third-party commentary.
Formulas.
- Share of workforce = roles ÷ workforce base × 100
- BACV = share of workforce ÷ programme years (only where a horizon is disclosed)
- Bank attribution gap = Tier 3 roles ÷ (Tier 1 + Tier 2 roles)
- Regional share = regional roles ÷ 53,090 × 100
- Wells Fargo comparison = (Dec 31, 2025 headcount − Sep 30, 2026 headcount) ÷ Challenger US financial YTD announced cuts × 100
Scope boundaries. Announced roles are gross targets and may be partly offset by hiring. Workforce bases mix FTE and headcount depending on what each bank discloses; the CSV records which. Regions follow group headquarters, not where roles are located. Programme years run from announcement to the stated completion date, rounded to whole years.

FAQ
Does “technology-enabled FTE reduction” in a bank filing mean AI replaced those jobs?
Not on its own. The phrase, used in Barclays’ Q3 2026 results announcement, covers automation, process digitisation, offshoring to technology hubs and AI together. Barclays made the AI link in the results slides (“efficiency driven by AI”) and the management speech published alongside them, not in the regulatory announcement. Axis therefore classes Barclays as Tier 2, not Tier 1: no bank in the 2026 ledger has a regulatory filing that names AI as the cause.
Why is HSBC not in the 2026 bank layoff total?
HSBC’s figure of up to 20,000 roles over three to five years comes from unnamed sources reported in March 2026 and has not been confirmed by the bank. Axis records it as a watchlist item. If confirmed, it would raise the confirmed total from 53,090 to 73,090 and make UK-headquartered banks the largest regional block.
How can a bank shrink by 16,000 people without announcing layoffs?
Through attrition and non-replacement. Wells Fargo’s headcount fell from 210,821 to 194,369 in the year to September 30, 2026, a 7.80% drop, by not backfilling departures and making small rolling reductions below announcement thresholds. Announcement-based trackers miss this; quarterly headcount in the earnings supplement captures it.
What does a structural cost action charge tell you about future job cuts?
A structural cost action (SCA) charge is the up-front cost, mostly severance and property, of a restructuring. Barclays booked £307m in the first nine months of 2026, £201m of it in Q3, and plans about £300m more in Q4. The full-year total is 2.18 times its 2024–2025 average, which matches the timing of the 4,000 roles due by December. A rising SCA line in a bank’s quarterly results usually comes before the headcount fall shows up.
Which back-office roles do banks cut first when they deploy AI?
Rules-based, high-volume internal roles: corporate-function processing, financial-crime operations (AML and KYC review), clerical work, temporary and contract staff, and parts of software development. In 2026, 60% of Barclays’ reductions sit in support functions, and ING’s programme centres on an anti-money-laundering department of about 6,000 people.
Are offshore bank operations hubs exposed to AI job cuts?
Yes, more than headquarters. Standard Chartered’s plan to cut more than 15% of corporate-function roles by 2030 falls on a 52,271-strong corporate-function workforce concentrated in Chennai, Bengaluru, Tianjin, Kuala Lumpur and Warsaw. Roles that were moved offshore to cut cost are now the easiest to automate.
How long does a UK bank have to consult before AI-related redundancies?
At least 45 days when 100 or more redundancies are proposed at one establishment within 90 days, and 30 days for 20 to 99, with an HR1 notification filed before consultation begins. The reason given for the redundancy, AI or otherwise, does not change these periods.
Is BACV comparable between a one-year and a four-year programme?
Yes. BACV annualises each cut, so ABN AMRO’s 23.64% over four years (5.91 a year) can be compared with Barclays’ 5.38% in one year (5.38 a year). It reflects the announced pace, not the achieved pace, and is only calculated where the bank discloses a completion horizon.
